Mobile Homes <br />Real Estate <br />Personel Prop. <br />Double Bungalow <br />Present Were: <br />Mayor: <br />Clerk: <br />Trustee: <br />PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEPJ <br />RAMSEY COUNTY, MINNESOTA <br />Gi00 73 <br />Pursuant to due call and notice thereof a Special Meeting <br />of the Village Council was called to order at 7:30 P.M., July 6, 1964 <br />at the Village Hall 2401 Highway 10 by Mayor Donald Hodges. <br />Donald C. Boog <br />Engineer: Sheldon Boehm <br />Attorney: Richard Meyers <br />Mayor Hodges opened the Public Hearing on Rezoning: Clerk <br />Blanchard stated that notices were mailed to all apparent owners of <br />the property within a radius of 250 feet of the property to be rezoned <br />and that the notice was published in the New Brighton Bulletin. <br />The Clerk read the legal notice: "Except the West 150 feet thereof, <br />the East quarter of the NorthEast quarter of Section 8, Township #30 <br />Rnage 23, except the North 8 acres thereof and except the East 400 feet <br />of the South 400 feet to be rezoned from B -1 to B -3 for the purpose <br />of establishing a trailer park. <br />The Mayor explained the reason for the request and asked <br />if anyone wished to speak for the rezoning. <br />Mr. Samuel D. Finkelstein, Attorney, representing the parties <br />requesting the rezoning, stated that this land was largely low, marshy <br />marginal land unsuited for residentail buildings. The lack of access <br />makes this land undersirable for commercial enterprises. The tax <br />revenue would increase from the present $600.00 per year to an estimated <br />$44,445.00. He presented a .chart showing the annual tax distribution <br />form the proposed 178 mobile homes and 14 double bungalows payable <br />to the taxing units. <br />Total School Mounds View County <br />20,345.40 10,172.70 6,103.62 2,034.54 <br />14,000.00 8,120.00 1,680;00 2,940.00 <br />1,000.00 500.00 300.00 100.00 <br />9,100.00 5,278.00, 1,092.00 1,911.00 <br />44,445.00 24,070.70 8,875.62 6,985.54 <br />Mr. Bill Dolan, Engineer, explained the traffic flow and <br />landscape and showed the architects drawings of this mobile home court. <br />Trustee Charles La Vaque read the tax summary from the New Brighton <br />Trailer Parks. <br />Mayor Hodges asked to hear from those opposed to this rezoning. <br />Mr. Jack Bell, Attorney, representing residents who opposed <br />this action submitted a petition with 105 names requesting the <br />application to rezone be not allowed, Mr. Bell stated that it would be <br />unwise to change the zoning because the Village has a good comprehensive <br />zoning plan in operation and that a better use of the land could be made <br />by other methods. No rezoning on Raymond Avenue is requested, and that <br />the majority of the people in the area are opposed to this rezoning. <br />
