Present Were: Mayor: Clerk: Trustee: Absent: Trustee: Also Present: Adm, Clerk: Engineer: PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Pursuant to due call and notice thereof a Special Meeting of the Village Council was called to order at 8:30 P.M., January 18, 1965 by Mayor Donald Hodges at 2401 Highway 10. Boog Shelly Boehm 0J0009 Mayor Hodges opened the Public Hearing on rezoning requested by Harry Fankhanel and Harold Ellsworth, Clerk Blanchard read the published notice to consider amending the official zoning map pursuant to section 11.1 of Ordinance 67, to rezone the following described property from R -1A, B -1 and L -i to B -3; also .t o issue a special use permit to establish, construct and maintain a mobile home park in accordance with provisions of Ordinance 98 and any amendment thereof: Subject to Highway, the South eight (8) acres of part of Northeast quarter of the Northeast Quarter (NE% NEW Westerly of line runninc Southeasterly 425 feet MOL from North Section Line and par with and 75 feet Southwesterly from CL of STH 10 -62; thence Southeasterly to point 495 feet North of an 516.12 feet West of South and EEst Lines of said thence South 495 feet par with East Line of Section 17, Township 30, Range 23; and a corridor strip no greater than 100 feet wide for access to TH 10 on the Southeast corner of said parcel containing 12 /100th of an acre more or less, and subject to Highway, the Northwest Quarter of the Northeast Quarter (N144 NE%)of section 17, Townshipr 30, Range 23. Mayor Hodges asked the parties seeking the rezoning to explain their proposal. Mr. John Abdo, Attorney for Fankhanel and Ellsworth requested the Village Council to grant a conditional permit for the Moblie Home Park. The condition would be to submit a plan suitable to the Council. Mayor Hodges asked for objectors to this rezoning. Mr. Ellsworth submitted two plans for the Mobile Home Park both would utilize 36 of the 40 acres for Mobile Homes. One plan would include 277 hoffies, the other 282 homes. Mr. Donald .'lendt, Board Member of the Mounds View School District 621 stated there was no objection, but there was concern with the lower tax base use of this property. Mr. Wendt claimed that industrial, commercial or even $25,000 homes would bring more taxes to the Village than would taxes from Mobile Homes.
