Civil Defense. Director, Charles Jackson, announced that the Mounds View Civil Defense participated in 141 hours of volunteer time during the St. Paul Flood Disaster. Engineer Comstock suggested a meeting to be held to discuss a sewer ordinance. Council Set May 3rd during its agenda meeting. Attorney Meyers submitted and read a proposed Fire Prevention Code Ordinance. The Spring Lake Park Fire Chief and Fire Department have recommended this fire ordinance. Motion by Blanchard to adopt Ordinance 124, an Ordinance adopting the Fire Prevention Code recommended by the National Board of Fire Underwriters and repealing Ordinance 71. Seconded by Hodges. 4 Ayes. Motion Carried. Attorney Meyers reported that Beauty Shops are state regulated. The Village control is only in the zoining requirement which is B -3. Motion by La Vaque to change the 'rater Billing Procedure o change from the discount of (.75) seventy -five cents if water payment is made within the proper payment date, to charging a penalty of (.75) seventy -five cents to all who pay after the due date. Seconded by Blanchard. Blanchard, Hodges, La Vaque, aye Rusted not voting on issue because he is opposed to the penalty method. 3 Ayes. Motion carried. Attorney Meyers submitted a proposed agreement to be between the Village of Mounds View and the Village of Spring Lake Park where in Mounds View shall permit the Village of Spring Lake Park to install a sanitary sewer line in a boundary street. This agreement to be sent to Spring Lake Park for their recommendation. Mayor Hodc•es stated he would investigate a garage for park use. This building is included in an easement settlement. Attorney Meyers suggested the Council authorize the Engineer to study the possibility of additional roads north of Sherwood Road. Acquiring this land could take several years. Motion by Blanchard to adopt Resolution 19€, ''titer Assessment 1960 -1 and 1960 -2, division 34883 and 3=1877. Seconded by Hodges. 4 Ayes Motion Carried.
