The Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Rustad at 8:00 P.M. on Monday, February 12, 1968 at the Village Hall, <br />2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Rustad <br />Clerk Walser <br />Trustee Johnson <br />Absent: <br />PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />February 12, 1968 <br />Trustee Malvin <br />Trustee Lang <br />Also Present: <br />Attorney Meyers <br />Engineer Boehm <br />M /S /P (Johnson /Austad) To approve the minutes of the January 22, 1968 <br />meeting. 3 Ayes <br />Frank Coggins presented his request for a permit for eight cabs to work <br />out of Mounds View. <br />M /S /P (Johnson/Rustad) To authorize a permit for Mr. F. Coggins to <br />operate cabs in Mounds View. 3 Ayes <br />Mayor Rustad read a letter requesting a kennel license at 7770 Greenwood. <br />Mr. James Buckley is interested in purchasing Mr. Doyle's property if the <br />kennel license is granted to him. Council will consider this next Monday <br />at the Agenda Meeting. <br />Mayor Rustad read a letter from the Maintenance Mens' Union, Local 49, <br />indicating no involvement on their part if Mr. Schlichtmann is also Weed <br />Inspector. <br />M /S /P (Rustad /Johnson) To appoint J. Schlichtmann Weed Inspector for 1968. <br />Mr. Wayne Mecl, 6969 Knoll.wood Drive requested an auxiliary culvert near <br />the NSSSD construction area while the street is torn up. The purpose is <br />to allow better use of his land. The Council will not object, but either <br />the owner or NSSSD must pay the cost. <br />Mr. Eigenheer and Council discussed his selling of lots, whether utilities <br />are paid or not. Mr. Eigenheer pays all assessments on lots where he builds. <br />On lot sales only, the purchaser assumes assessments. Street, sewer and water <br />assessment costs will go into escrow until assessment roles are adopted. <br />Water looping on Edgewood will also be paid for by Eigenheer. <br />Mayor Rustad reported complaints of dog troubles on St. Stephens. The <br />B E Patrol will patrol extensively. <br />3 Ayes <br />
