PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />August 11, 1969 <br />The Regular Meeting of the Mounds View Village Council was <br />Mayor Rustad at 8:00 P.M. on Monday, August 11, 1969, <br />2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Rustad <br />Councilman Malvin <br />Councilman Hodges <br />Councilman Blanchard <br />Absent: <br />Councilman Johnson <br />called to order by <br />at the Village Hall, <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Blanchard /Malvin) To approve the minutes of July 28, 1969. <br />MSP (Hodges /Rustad) To approve the minutes of the special meeting of August 5, <br />19 69 <br />Minutes of the special meeting were read by Mayor Rusted. <br />Residents Requests and Comments: <br />Vince Dahle, spokesman for a group from Spring Lake Park Lutheran Church, requested <br />the vacation of Ardan Avenue from Red Oak to Eastwood Road so that a new church <br />could be erected on the present right -of -way. In summary, the church group feels <br />if the road goes through they will have to abandon their objectives in that area. <br />Mounds View feels that a potential thru street will be eliminated with the possible <br />loss of MSA funds if the street is not constructed in the present right-of-way. <br />However, the attorney and engineer are to check on the possibilities of vacation, <br />with the church to appear at the next agenda meeting. <br />Joe Strangis of Preferred Builders requested a variance in square <br />ments to construct two 23 unit apartment buildings on Lots 12 and <br />Terrace, instead of two 17 unit apartment buildings. <br />MSP (Blanchard /Hodges) To grant tentative approval to construct <br />apartment buildings on Lots 12 and 13 Nordling Terrace subject to <br />Commission approval. <br />footage require <br />13 Nordling <br />two 23 unit <br />Planning <br />4 Ayes <br />4 Ayes <br />4 Ayes <br />Charles Larson, developer, requested a special use permit be granted to construct <br />multiple dwellings on Lot 51 Auditor Subdivision #89. Land now zoned B -3. Attorney <br />informed Council the request is not possible under Ordinance 67. <br />MSP (Blanchard /Malvin) To set a hearing for September 8, 1969 at 8:30 P.M. to <br />rezone Lot 51 Auditor Subdivision #89 from B3 to R3 for Spring Lake Park Investment <br />Company subject to Planning Commission approval. 4 Ayes <br />Mayor Rustad's Report <br />MSP (Blanchard /Hodges) To declare a total sprinkling ban from August 11 until <br />further notice due to Well #2 repair. 4 Ayes <br />Water pressure was at 10 lbs. at the time of the meeting and the Fire Department <br />was making an interconnection with Fridley. <br />
