PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />SEPTEMBER 8, 1969 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Rustad at 8:00 P.M. on Monday, September 8, 1969, at the Village Hall, <br />2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Absent: <br />Mayor Rustad <br />Councilman Malvin <br />Councilman Johnson <br />Councilman Blanchard <br />Councilman Hodges <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Johnson /Malvin) To approve the minutes of August 25, 1969. <br />MSP (Malvin /Blanchard) To approve the minutes of the Special Meeting of <br />September 1, 1969. <br />Residents Requests and Comments: <br />William Beim of Pinecrest Properties requested an extension of 120 days on the <br />building permits for six 58 unit apartment buildings located in Pinecrest <br />Addition. Mr. Beim stated that high mortgage rates plus the participation <br />wanted by the mortgage companies makes it unprofitable to build at the present <br />time. <br />"MSP (Blanchard /Malvin) To grant a 120 day extension of the building permits <br />issued June 6th to Pinecrest Properties. <br />4 Ayes <br />MSP (Blanchard /Johnson) To approve the final plat of White Oak Estates and to <br />authorize the Clerk to sign it. 4 Ayes <br />Robert Ehlers, fiscal agent, appeared before the Council and informed them that a <br />letter had been written to the Department of Housing and Urban Development <br />informing them that the bids received on Water Improvement Project 1968 -3 were <br />approximately $253,000.00 higher than anticipated back in August 1967 and <br />requested the Department of Housing and Urban Development participate on a 507 <br />basis on the overrun. The Department of Housing and Urban Development has <br />informed the Council that it would take approximately two weeks before a <br />decision would be made and that in the mean time the Council should include <br />the total cost of the project in the proposed bond issue. <br />MSP (Blanchard /Johnson) To call for the sale of $1,320,000.00 in improvement <br />bonds for October 13, 1969 at 8 o'clock P.M. Bond issue to include Water <br />Improvement Project 1968 -3, Sewer and Water Improvement Project 1968- 2,Street <br />Improvement Project 1969 -1, Sewer and Water Improvement Project 1969 -3 and <br />Sewer and Water Improvement Project 1969 -4. Bond issue would also include <br />street resurfacing for Project 1969 -3 and 1969 -4. <br />Mr. Ehlers also requested the Council to pass a resolution opposing the <br />possible taxing of municipal bonds. The new tax bill is before the Senate <br />at the present time. The Council took no action on ibis resolution. <br />4 Ayes <br />4 Ayes <br />4 Ayes <br />
