PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />February 22, 1971 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Rustad at 8:00 P.M. on Monday, February 22, 1971 at the Village Hall, <br />2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Rustad <br />Councilman Hodges <br />Councilman Blanchard <br />Councilman Neisen <br />Councilman Johnson <br />Also Present: <br />Clerk Administrator Zylia <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Blanchard /Hodges) To approve the minutes of February 8, 1971. <br />Residents Requests and Comments from the floor <br />Girl Scout Troop 79 presented a petition signed by approximately 130 residents <br />in the Village requesting the Council to take positive action to develop <br />Groveland Park. The petitions were referred to Don Hodges. <br />Edward Babinski and Richard Brama of Bryant Franklin Corporation appeared to <br />request approval of their plans to construct a 90 unit apartment building on <br />the property north of 5401 Jackson. <br />MSP (Blanchard /Neisen) To approve the construction plans for a 90 unit <br />apartment building for the Bryant Franklin Corporation subject to the building <br />inspectors approval and the obtaining of any necessary easements. <br />Robert Glazer requested information on the status of the building code revision <br />requiring garages and an increase in the square footage requirement, and the <br />status of the leash law. Mayor Rustad explained that the building code revision <br />was discussed but that he would like to study it longer. Councilman Johnson <br />interjected that there is no consensus in what the Council wants in the <br />requirement. Regarding the leash law, Mr. Meyers informed the Council that he <br />has the amendment prepared. Councilman Blanchard stated that he would not <br />consider such an amendment unless a public hearing were held. <br />Mayor Rustad's Report <br />Mayor Rustad read the Planning Commission minutes of February 16th. <br />MSP (Rustad!Hodges) To approvt the subdivision request for Marlin Tramm for the <br />S 1/2 of Lot 4 Block 1 Greenfield Addition into the E 1/2 and W 1/2 subject to <br />granting 30 foot easement on the East for future road. <br />MSP (Blanchard /Hodges) To approve the 50 lot preliminary plat for Dailey <br />Homes in E 1/2 of SE 1/4 of SW 1/4 of Section 5. <br />5 Ayes <br />5 Ayes <br />5 Ayes <br />5 Ayes <br />
