Present: <br />Mayor Rusted <br />Councilman Hodges <br />Councilman Blanchard <br />Councilman Neisen <br />Councilman Johnson <br />PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />April 12, 1971 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Rustad at 8:00 P.M. on Monday, April 12, 1971 at the Village Hall, 2401 <br />Highway #10, St. Paul, Minnesota 55112. <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Blanchard /Hodges) To approve the minutes of March 22, 1971. <br />MSP (Hodges /Neisen) To approve the minutes of March 29, 1971. <br />Residents Requests and Comments from the floor <br />Mrs. Harold Hjelle of the Provisional League of Women Voters presented a 32 page <br />booklet to Mayor Rustad which describes the history and operation of the Village, <br />together with facts on the School District, voter information, etc. <br />Keith Harstad requested tentative approval of a drainage plan to excavate fill <br />from the mid-block between Red Oak and Sunnyside from County Road H2 to Woodcrest. <br />Excavation would allow the construction of walkout basement homes. <br />MSP (Neisen /Blanchard) To grant a special permit to Keith Harstad to excavate <br />the described area subject to receipt of a letter from the Metro Sewer Board that <br />the existing manholes can be lowered and subject to the approval of our Village <br />engineer. <br />Approval of the final plat for Red Oak Estates was denied because there was no <br />hard copy. Denial was also given to move tenants into the uncompleted apartment <br />building at 7780 Silver Lake Road until the building inspector has issued the <br />certificate of completion. <br />5 Ayes <br />MSP (Rustad/Blanchard) To install a street light on Irondale Road midway between <br />County Road H2 and Clearview. 5 Ayes <br />Mayor Rustad called the easement vacation hearing to order at 8:22 P.M. Clerk <br />Administrator read the legal notice and attested to its publication April 1st <br />and 8th, 1971, in the New Brighton Bulletin. Legal description Except the <br />W 5 feet, the S 10 feet of N 15 feet of Lot 1, Block 1, Eibenheer Fourth <br />Addition, property known as 8208 Fairchild Avenue. <br />No one for or against. <br />Mayor Rustad closed the hearing at 8 :25 P.M. <br />MSP (Neisen /Johnson) To adopt Resolution #517 vacating the easement as per <br />the legal notice. <br />4 ,A <br />Rustad Abstai <br />5 Ayes <br />
