PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />November 22, 1971 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Rustad at 8:00 P.M. on Monday, November 22, 1971 at the Village Hall, <br />2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Rustad <br />Councilman Blanchard <br />Councilman Hodges <br />Councilman Neisen <br />Councilman Johnson <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Neisen /Hodges) To approve the minutes of November 8th. <br />Residents Requests and Comments from the floor <br />Mr. Glen Beggin appeared on behalf of Community One to request favorable <br />consideration by the Council for the joint powers resolution. Mr. Beggin <br />outlined the progress and the goals of Community One. A list of the board of <br />directors of Community One and the job description for the proposed director <br />was submitted to the Council. <br />3 Ayes <br />Rustad Abstained <br />Blanchard Abstained <br />Councilman Neisen felt that the residents of the Village were against the support <br />of Community One primarily because they felt it would not benefit the people in <br />the community. <br />Councilman Hodges questioned Mr. Beggin on the building site and on the possible <br />future request for additional funds. Mr. Beggin felt that federal and state funds <br />could be obtained, however first year funding by the villages would be necessary. <br />Mr. Beggin said that the joint powers agreement states that the Village would <br />only fund the staff personnel and that additional funding would be derived from <br />other sources. <br />Councilman Johnson wondered if there was any overlap of services now provided by <br />another agency. Mr. Beggin stated that the people in the district say the service <br />is needed. Councilman Johnson wanted to know if the schools could provide the <br />service better. Mr. Beggin felt that this was not possible since some of the <br />students require non school outlets. <br />Councilman Hodges stated that the Council should give it a go for one year, <br />however he was concerned about the policing problem. <br />Councilman Johnson asked if other suburbs have tried a similar approach. He <br />was informed that White Bear Lake and Hopkins have similar activities. Again <br />Mr. Beggin stated that these communities are receiving state funds to assist <br />in the development of their program. <br />MSP (Rustad/Blanchard) To authorize the Mayor and Clerk to sign the Joint <br />Powers Resolution #549 and approving the Joint Powers Agreement as it relates <br />to Community One, the proposed youth center.
