'he Regular Meeting of the Mounds View Village Council was called to order by <br />iyor Neisen at 8:00 P.M. on Monday, July 24, 1972 at the Village Hall, 2401 <br />highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Neisen <br />Councilman Johnson <br />Councilman Baumgartner <br />Councilman Pickar <br />Absent: <br />Councilman Hodges <br />PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />July 24, 1972 <br />Also Present: <br />Ci„rk- Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP Pickar- Johnson) To approve the minutes of July 10, 1972. 4 Ayes <br />Residents Requests and Comments from the Floor: <br />Ronald Varnes inquired as to what action has been taken by the Council regarding <br />his petition request for a semiphore on County H2 and Silver Lake Road. Clerk <br />Zylla read from a copy of a letter sent to Ramsey County Commissioner Ed Salverda <br />with a copy to William Chenoweth, Ramsey County Safety Director. He stated that Mr. <br />Salverda informed him he has discussed the matter with the Ramsey County Engineer's <br />Office and they will be furnishing a reply to the Clerk upon the completion of the <br />study of the intersection. <br />Mayor Neisen explained that upon recommendation of the Mounds View Police Department, <br />he Council would be denying a request to have stop signs placed at the intersection <br />of Woodale and Knollwood Drive. The Police Department felt that if -top signs could <br />be placed on Silver Lake Road at County Road H2 the volume of traff. would be reduced <br />on Knollwood and furthermore the stop signs at that intersection weuid create problems <br />such as persons screeching their tires. <br />Robert Glazer inquired whether the 72 hour holding period for impounded dogs could <br />be changed in the present ordinance to exclude weekends. Mayor Neisen stated that <br />it may exclude it already and the Clerk will consult the ordinance in order to clarify <br />the matter. <br />Mr. orge Aumer, 5420 Adams Street asked if a disposal site was located for dead <br />trees and branches. The matter was tabled until Chief Fagerstrom would be available <br />at the meeting. <br />Mr. John Papers, 5360 Raymond made a statement that he felt allowing the dog catcher <br />to enter premises in search of an unlicensed dog may be an infringement of certain <br />constitutional rights. <br />Mr. Leo Zacher, 7041 Pleasant View Drive presented a petition to reduce the speed <br />limit on Pleasant View from 30 mph to 20 mph.
