Present: <br />Mayor Neisen <br />Councilman Hodges <br />Councilman Baumgartner <br />Councilman Pickar <br />Councilman Johnson <br />Mayor Neisen's Report <br />PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />September 25, 1972 <br />ae Regular Meeting of the Mounds View Village Council was called to order by Mayor <br />fleisen at 8:00 P.M. on Monday, September 11, 1972 at the Village Hall, 2401 Highway <br />#10, St. Paul, Minnesota 55112. <br />MSP (Hodges Pickar) To approve the minutes of September 11, 1972. <br />Also Present: <br />Clerk-Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />Residents Request and Comments From The Floor: <br />MSP (Neisen Hodges) To grant a special permit to the Abiding Saviour Lutheran Church <br />to place a mobile home on their property at the NE corner of Red Oak Drive and Ardan <br />Avenue for use as a temporary office while the church is being constructed, for a <br />period not to exceed September 1, 1973, and to waive all water and sewer connection <br />charges. <br />The Council informed George Gustafson, representing the Church to have a sign erected <br />explaining the proposed use to the public. Mr. Gustafson told the Council that they <br />aye abandoned their plans for the use of a two family dwelling on Ardan Avenue. (Reference <br />September 11, 1972 minutes). <br />Roger Wikner and Frank Bonello representing Miller Schroeder and Century Motor Freight <br />respectively asked the Council if they have made a decision on whether or not to <br />authorize the sale of $1,500,000 in industrial revenue bonds to finance the proposed <br />Century Motor Freight terminal. Attorney Meyers gave the Council the results of his <br />investigation into the corporate and individual financial backgrounds of the company and <br />its principals. He related that it appeared the company would be of sufficient financial <br />status to pay the principal and interest on the bonds. <br />Mayor Neisen reported that a communication system has been put into operation whereby the <br />Village office can maintain contact with various Village vehicles. Radios were <br />furnished by the Mounds View Civil Defense at no cost to the Village. <br />Councilman Hodges brought to the Council's attention that the Civil Defense director <br />was updating the Mounds View Civil Defense Plan which would provide Mounds View with <br />certain funds on equipment provided federal criteria is met. <br />5 Ayes <br />5 Ayes <br />MSP (Hodges Pickar) To adopt Resolution #575 giving preliminary approval to Century <br />Motor Freight project to sell $1,500,000 in industrial revenue bonds pursuant to Minnesota <br />Law. 5 Ayes <br />
