18. <br />PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />A Regular Meeting of the Mounds View Village Council was called to <br />order by Mayor Neisen at 8:00 P.M. on June 25, 1973, at the Mounds <br />View Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Neisen <br />Councilman Baumgartner <br />Councilman Hodges <br />Councilman Johnson <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Bearden <br />Absent: Councilman Pickar <br />MSP (Hodges Baumgartner) To approve the minutes of June 11, 1973. 4 Ayes <br />Residents Requests and Comments from the Floor <br />Anthony Jambor, owner of the Bel -Rae Ballroom, appeared requesting the <br />sale of alcoholic beverages to 18 year olds and older during dances held <br />on teen nights (Tuesdays) at the Bel -Rae Ballroom. <br />Under prior conditions set forth by the Council, the sale of alcoholic <br />beverages to 18 year olds when persons under 18 are present has been <br />disallowed. Mr. Jambor seemed to suggest that sales would occur to <br />those 18 and over with no segregation of those under 18 from those over <br />The Clerk informed the Council that he has spoken with the chief of police <br />and they both felt that the only way to effectively control the situation <br />was to partition off the area where 18 year olds could buy beer and set -ups <br />and where they can drink it. Attorney Meyers suggested that if the Council <br />was inclined to grant Mr. Jambor's request they do so on a two to three <br />week trial basis. <br />Motion Seconded (Neisen- Johnson) To allow the sale of beer and set -ups to <br />those 18 years and older during teen night subject to the segregation of <br />those persons 18 and older for the purpose of sale and consumption and to <br />allow this on a trial basis for the month of July, when the chief of <br />police will report back to the Council, at which time the final Council <br />decision would be made. <br />Motion amended- Seconded Passed (Neisen Johnson) To allow the trial period <br />to consist of the next four weeks. 4 Ayes <br />
