Present: <br />Mayor Neisen <br />Councilman Hodges <br />Councilman Baumgartner <br />Councilman Johnson <br />Councilman Pickar <br />PROCEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />A Regular Meeting of the Mounds View Village Council was called to order by Mayor <br />Neisen at 8:00 P.M. on September 24, 1973, at the Mounds View Village Hall, 2401 <br />Highway #10, St. Paul, Minnesota 55112. <br />Also Present: <br />Attorney Meyers <br />Eldon Comstock <br />Clerk- Administrator Zylla <br />Absent: <br />Engineer Bearden <br />MSP (Hodges Pickar) To approve the minutes of September 10, 1973. <br />5 Ayes <br />Residents Requests and Comments from the Floor <br />MSP (Neisen- Hodges) To approve the installation of two mid -block street lights on <br />Oakwood Drive between Quincy Street and 35 -W. 5 Ayes <br />Clerk Zylla introduced Mr. Kenneth Walijarvi, an architect, whom the Clerk recommends <br />to do the Village space needs study. <br />Clerk Zylla stated that he had interviewed three architectural firms and has a very <br />high regard for Mr. Walijarvi because he felt most comfortable with him, liked his <br />experience, liked working with a principal, and came to us with strong recommendations. <br />Moreover, his estimated cost of $1,500.00 to perform the study was competitive. The <br />other firms interviewed were Liebenberg, Smiley, Glotter Associates and Robert <br />Ackerman and Associates. <br />Mayor Neisen gave an explanation of the need for the study noting that the Village has <br />grown rapidly and that the Village's decision to employ an architect was based on its <br />desire to avoid a piecemeal approach to solving the space problem. <br />On questioning from Councilman Johnson, Mr. Walijarvi stated that he would in the <br />course of the study, meet with the Clerk to determine space needs. These space needs <br />would be transferred into square foot areas thereby developing a word program. A <br />bubble diagram which describes the relationships of various departments would be the <br />next step, and finally the architect would look at the land and the relationship of <br />the buildings that are presently on the site. <br />Mayor Neisen noted that the study is only a preliminary study and that no bond issue <br />is contemplated at this time. <br />Councilman Johnson asked Mr. Walijarvi what he saw as the problem. Mr. Walijarvi <br />replied that the problem is scattered buildingz and a space shortage and that an <br />attempt must be made to analyze what the Village has, what they should have, and <br />what they must have. Then to ask how much can thc> Village afford to spend. <br />Attorney Meyers asked Mr. Walijarvi if the study would include the following: contact <br />with the Cle' Administrator determ.,ning through him building needs, space requirements <br />
