-4- <br />Attorney Meyers' Report <br />Attorney Meyers declared that appraisals ordered on the Downing and Minar properties <br />are in process. <br />Council instructed the Clerk to forward a copy of the joint powers agreement for a <br />proposed free skating rink on Edgewood School property to School District #621 for <br />their review and comments. <br />Attorney Meyers stated that he has researched the statutes and has found that the <br />Village may not legally enforce a mandatory registration of snowmobiles. The State <br />has preempted the field. The Village can only regulate snowmobiles. <br />MSP (Neisen-Pickar) To instruct Attorney Meyers to amend the Code changing the <br />permitted hours to snowmobile on Friday and Saturday evenings from 11:00 P.M. to <br />12:00 P.M. <br />Attorney Meyers added that the Willmus easement has l:een received, but the Gulf <br />Oil file is still open. <br />Council instructed Attorney Meyers to further research the dedication of land or <br />cash for parks in subdivisions and developments. <br />Engineer Comstock's Report <br />MSP (Neisen Johnson) To receive the preliminary report and cost estimate for the <br />proposed drainage line in Block 6, Laport Meadows and Birkeland Addition and to <br />order an improvement hearing October 9, 1973 at 8:40 P.M. <br />The drainage problem on Groberg Street and Jackson Drive was discussed, but the <br />Council decided to hold it over until Engineer Bearden could be present. <br />MSP (Johnson Pickar) To adjourn at 10:12 P.M. <br />espectfully Submitted, <br />enni's S.
