PROCEEDINGS OF THE VILLAGE COUNCIL <br />RAMSEY COUNTY, MINNESOTA <br />November 26, 1973 <br />A Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Neisen at 8:00 P.M. on November 26, 1973 at the Mounds View Village Hall, <br />2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Neisen <br />Councilman Hodges <br />Councilman Baumgartner <br />Councilman Johnson <br />Councilman Pickar <br />Residents Requests and Comments from the Floor <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Mayers <br />MSP (Hodges Pickar) To approve the minutes of November 12, 1973. 5 Ayes <br />Robert Waste, owner of the B R Liquor Store and Grocery Store appeared before <br />the Council to request permission to enlarge his liquor store into the area <br />presently used as his grocery store. He stated he was going out of the grocery <br />store business. <br />Attorney Meyers stated that according to Mounds View Code 100.08, (5) "no <br />license shall be effective beyond the compact and contiguous space named in the <br />license for which it is granted The Council suggested that Mr. Waste be referred <br />to the Planning Commission. Mr. Waste saw no need to go to the Planning Commission <br />because his proposed use of the building would generate less traffic, would be <br />23 less hours of operation, and have no Sunday traffic or no additional lighting. <br />MSP tBaumgartner- Pickar) To refer Robert Waste to the November 28th Planning <br />Commission meetin3 for their review and comment of his proposed remodeling and <br />expansion of his liquor store. <br />MSP (Neisen Baumgartner) To call a special meeting of the Council for December <br />3, 1973 at 7:00 P.M. to consider the Planning Commission recommendation relative <br />to Mr. Waste's proposal. 5 Ayes <br />Since several persons were in the audience relative to a contraversy about proposed <br />street lights on Ridge Lane between Long Lake Road and Rainbow Lane, the Mayor <br />turned the meeting over to Clerk- Administrator Zylla for an explanation. <br />Cle :k- Administrator Zylla stated that in October of 1972 the Council ordered two mid <br />block lights on Ridge Lane. NSP inadvertently omitted installing the lights. After <br />a new request was initiated and the light stakes were stationed, a property owner <br />in the area named Peter Hanslip objected to the lights because they would devalue <br />his property and the light would shine into his bedroom. <br />Based on his objection, a survey was made of the residents on Ridge Lane and it <br />was found that 11 favored the lights as proposed, 2 were opposed, and 1 had no <br />response. Shortly after a petition was received requesting that only one light <br />be installed. Yet, another petition was circulated requesting that some lighting <br />be installed. <br />5 Ayes <br />
