SPECIAL MEETING <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY <br />A special meeting to consider the addition to and alteration of the <br />City Hall and alteration to the Public Works Building was called to order <br />by Mayor Neisen at 6 :30 P.M. on February 25, 1974. <br />Present: <br />Mayor Nelsen <br />Councilman Hodges <br />Councilman Baumgartner <br />Councilman Johnson <br />Councilman Pickar <br />Also Present: <br />Clerk- Administrator Zylla <br />Mayor Nelsen announced that notice of the hearing was published in the <br />rebruary City Newsletter and called attention to in stories written in the <br />New Brighton Bulletin and the St. Paul Dispatch. <br />Mayor Neisen introduced Mr. Kenneth Walijarvi, architect, who made the <br />presentation for the City to the approximate 15 persons in attendance. <br />Mr. Walijarvi explained that he was commissioned in October to work with <br />the Administrator in formulating a solution to the City's lack of space <br />problem. Based on his study, he found it more economical to remodel the <br />present structure and use it for police purposes, and to build an addition <br />onto the south of the existing facility which would house the Council chamber <br />and the new administrative offices, than to build new. A basement which <br />would serve as an emergency operating center would be planned under the <br />administrative offices and federal money would be sought to share in its <br />cost. The police department would move out from the existing public works <br />building and it would be remodeled for use exclusively by,public works. <br />Using an overhead projector, Mr. Walijarvi showed transparencies of the <br />addition and remodeling. <br />Mrs. Isabelle Wille, 7911 Spring Lake Road, asked if there was room for <br />expansion. Mr. Walijarvi replied that in addition to the basement area, <br />there was room to expand out from the administrative offices south toward <br />the highway. <br />Mr. Robert Glazer, 2375 Hillview Road, asked if the Council was planning <br />on holding a referendum. Mayor Neisen replied that a referendum was not <br />necessary since no bond issued was planned. <br />Mr. Walijarvi stated that the total construction cost of the upper level <br />including the remodeling for the police was $178,523.00. The estimated <br />cost of construction with lower level was $234,683.00. With fees and <br />contingencies, the total estimated cost of the project without lower level <br />came to $210,657.00, with lower level $276,926.00. <br />Councilman Donald Hodges arrived at 6:50 P.M. <br />
