(Baumgartner- Johnson) To approve thes_ employees at the applicable rates. <br />5 Ayes <br />MSP (Neisen- Hodges) To release specifications for diseased tree removal subject <br />to approval by Attorney Meyers. <br />Mr. Richard Huhne, 8406 Red Oak Drive asked if removal of stumps would be <br />required under the contract and whether citizens could debark or remove their <br />own stumps. <br />Administrator Achen answered that the City would only require that the trees be <br />removed in a manner that met the requirements for control of the Dutch Elm and <br />Oak Wilt diseases. Citizens are encouraged to remove their own trees. <br />MS 4Neises3- Baumgartner) To adopt a resolution creating a separate building <br />fund for the city hall addition. Councilman Johnson asked if a separate fund <br />was necessary. Attorney Meyers stated that it was not essential. A separate <br />fund established by ordinance would simply emphasize the segregation o these <br />monies; the fund would be closed out once construction is completed. <br />Councilman Johnson recommended that the Clerk -check with the city auditor for <br />a recommendation. <br />MSP (Neisen-Pickar) to table the motion to a the resolution. <br />MSP (Neisen- Jo" -_cn) To set 11:30 A.M., October 15, as the bid opening on <br />Project 1973 -4. <br />Councilman Hodges' Report <br />Councilman Hodges asked the Administrator to be sure the problems of performance <br />bonds and certificates of insurance on the new city hall addition are resolved. <br />Councilman Johnson's Report <br />MSP (Neisen Johnson) To direct the building inspector to tag construction of <br />the city hall addition until performance bonds and signed contracts have <br />been received. <br />Councilman Johnson asked about the status of the Anchor Inn odor problem. <br />Mayor Neisen stated that he had received a call from Mr. Gydeson who stated <br />that the Polution Control Agency was coming out to make a recommendation. <br />Councilman Johnson asked t.e Clerk to instruct the building inspectors to be <br />more forceful in policing construction projects to prevent unsightly conditions. <br />Mayor Neisen stated that the City should give contractors at the Scotland Green <br />project a final warning and then a citation should be issued. <br />Councilman Johnson asked about the status of the change to the Ramsey County <br />Court system and how much extra cost the city would incur. <br />Attorney Meyers stated that there were a number of problems that still needed to <br />be ironed out but that he anticipated a definite increase in cost. He stated <br />that the prosecutors plan to handle cases from all four cities in the New Brighton <br />Court and are hoping to eliminate the necessity for their presence at all <br />arraignments. <br />5 Ayes <br />5 Ayes <br />5 Ayes <br />5 Ayes <br />
