SPECIAL MEETING <br />City of Mounds View <br />County of Ramsey <br />A special meeting of the Mounds View City Council was called to order <br />by Mayor Johnson at the Mounds View City Hall, 2401 Highway 10, hounds <br />View, Minnesota 55112 on June 5, 1975. <br />Present: Mayor Johnson <br />Councilman Baumgartner <br />Councilman Pickar <br />Councilman Shelquist <br />Councilman Hodges <br />Also Present: Clerk- Admini- <br />strator Achen <br />Mayor Johnson stated the purpose for this special meeting was to re- <br />view the comprehensive plan. He was notified today, that State Health <br />Department declared areas of the park a health hazard and ordered that <br />it be immediately remedied. Therefore, the Council should take some <br />action to expodit correction of the health problem. The Attorney has <br />advised us that a public hearing should be set to meet legal procedures <br />required to assess costs of City action to ah:;te this problem. <br />MSP (Johnson Shelquist) to set public hearing for June 9, 1975, at 9:00 <br />p.m. to determine whether a public nuisance exists in the Mounds View <br />Mobile Home Park as a result of the May 19, 1975 tornado, and whether <br />there should be revocation of a special permit under which the park oper- <br />ates, as well as other matters pertaining to tornado damage of the park. <br />A telegram will be sent to the owner and confirmation is required, A <br />public notice will he posted at the <br />utv park. <br />Administrator Achen stated that Mrs. Larson, manager of the park, had <br />been notified of this possible action about 5:30 p.m. this evening. <br />Councilman Shelquist asked what enforcement power the Health Department <br />has. <br />Administrator Achen said the agent was uncertain and will inform us <br />tomorrow. <br />Councilman Shelquist noted that the City may be sued by insurance <br />companies. <br />Mayor Johnson asked Administrator Achen to explain what had been learned <br />regarding Mr. John Bluhm's 7832 Bona Road water problem. <br />Administrator Achen indicated that both the City Engineer and an engin- <br />eer from Rice Creek Watershed District had examined the area. Both stated <br />that the ditch from Bona Road to Hillview, through Greenfield Park <br />and into a tile at Quincy is filled in many spots from erosion of the <br />banks. To solve any drainage problems here the entire length of the <br />ditch should be cleaned. Cleaning a small portion will not remedy the <br />drainage problems. <br />Mayor Johnson asked how the Council would conduct this project and °c_ <br />it tc benefitted properties. <br />5 ayes <br />
