Public Hearing <br />-3- February 2, 1976 <br />MSP (Baumgartner Shelquist) that the city's primary community <br />development need is park development and that the staff be directed <br />to prepare a block grant preapplication requesting funds to con- <br />struct such improvements. 3 ayes <br />Administrator Achen stated that Council had designated Mayor <br />Johnson as an authorized signer of payment vouchers for the city's <br />current HCDA grant. However, as the chief executive officer, <br />the Mayor must sign the authorization card and cannot also <br />be designated to sign vouchers.
