-6- <br />Mayor Johnson said that if we were to specify curb and gutter <br />around the parking lot, would you do it? <br />Mr. Hall stated that he had asked the Planning Commission if <br />he could avoid it because of snow removal problems. Further, <br />he would hate to spend that kind of money for what it would <br />accomplish. Both the Planning Commission and Rice Creek thought <br />that this would be a sufficient way to handle it. <br />Mayor Johnson stated that in order to make sure that the water <br />stays on your lot it would be good to have a concrete curb. <br />Mr. Hall emphasized that he was not going to have a problem, <br />but perhaps it could be put in the contract that in the event <br />that they cannot stop the water from going off the land, then <br />they will put in a curb. They have put in an underground <br />sprinkling system and are using the same sod that the Twins' <br />ballpark has. <br />Councilman Shelquist asked how he would control the weeds in <br />the rocks. Mr. Hall said that with gravel and plastic <br />underneath, there will be no weeds. <br />Councilman Baumgartner inquired as to where the water goes <br />how does it go into the soil with the plastic underneath? <br />Mr. Hall stated that was a good question. <br />Mayor Johnson stated that he should take a look at Perkins <br />next to him. They have a nice parking lot, have concrete <br />curbs and a good drainage plan. Further, we are requiring <br />concrete curbing in many other instances we have it here at <br />the city hall. I think it is something you really should <br />consider. Mr. Hall stated that there is no way that he <br />would put a trash compactor inside his building; he would <br />prefer to build an enclosure. But as long as it is confined, <br />he can see no problem as far as the trash is concerned. <br />Mayor Johnson stated that perhaps we can back off on the <br />compactor in exchange for curb and gutter. Mr. Hall replied <br />that he would rather buy a compactor. Mayor Johnson stated <br />that they require other developers to put in concrete curb <br />and gutters, why shouldn't we do that with you? Mr. Hall <br />stated that if that is what you think and desire, certainly <br />put it in the contract. <br />Mayor Johnson said if you have curb doing the same thing as <br />the rock you don't need the rock. <br />Mr. Hall replied that then he would have problems with the <br />snow. He asked what is the purpose of the curb? Mayor Johnson <br />said that it was for retaining water on the property. Mr. <br />Hall said that they are holding the water on their property <br />with the holding pond and the weirs. <br />
