ADMINISTRATOR ACHEN'S REPORT <br />-10- <br />Administrator Achen stated that Messiah Lutheran Church has <br />requested a street light at 2833 County Rd. H -2. <br />Mayor Johnson suggested that we seek the input of the residents <br />as to their feelings before we act on the above. The matter <br />was referred to the administrator. <br />MSP (Baumgartner Hodges) to approve the Park and Recreation <br />job descriptions and salary plan for temporary employees as <br />presented. <br />Administrator Achen stated that he should begin the selection <br />process for the job of Public Works Director. Councilman <br />Hodges suggested that possibly this job overlaps Chapter 7 <br />which should be checked. <br />MSP (Johnson- Hodges) that we ratify the job description for <br />the Public Works Director and that we direct the administrator <br />to place some ads and begin the selection process. The Council <br />will assume the obligation of interviewing and making the final <br />selection of the candidate. <br />Councilman Shelquist spoke for the motion. He felt that it <br />was long overdue that Mounds View hire an engineer responsible <br />to the City directly. At present we have no complete set of <br />records, contracts negotiated previously are unclear if we <br />even have the right to the original documents. We may have to <br />negotiate for them with the consulting engineer. He feels <br />that Mounds View at this time should hire an engineer. <br />Councilman Hodges agreed. It would give staff more support. <br />Mayor Johnson stated that he was in favor of the motion also. <br />Apparently, taere have been some questions raised to the propriety <br />of expanding the staff that we currently have beyond the point <br />of what we have now. However, the City has moved forward very <br />progressively in the past few years and many very positive things <br />have been accomplished. It is very easy to sit back and do <br />nothing, but to take positive action you really have to do <br />something. There are probably some frills in terms of what we <br />are providing for our citizens, and if we get into a real <br />budget bind perhaps some of this can be cut off. But making <br />sure that we have good planning and good development, well <br />laid out and designed, being sure that our contractors are <br />doing what they should be doing, is very important. An <br />engineer is not a frill, it is a basic. A roll call vote was <br />requested: <br />Councilman Pickar aye <br />Councilman Shelquist aye <br />Councilman Baumgartner aye <br />Councilman Hodges aye <br />Mayor Johnson aye <br />Motion carried. <br />
