July 12, 1976 Pare 8 <br />Councilman Baumgartner asked if he had specifically offered his <br />property for sale as R -1 and Mr. Gustafson replied that he had an <br />appraiser look at it. They are getting almost too valuable to put <br />single family homes there. <br />Councilman Baumgartner stated that as far as it remaining R -1 I don't <br />think you would have a problem on the properties pointing west. The <br />properties pointing east would be looking into the apartment buildings <br />and they are not that bad looking. Possibly on the south end you could <br />build a duplex on the south and north property lines and a buffer <br />(fencing, etc.) to screen from adjoining R -1 property. The duplexes <br />would be facing the Bel Rae. Would you consider that suggestion? <br />Mr. Gustafson replied no, as they are not talking about that particular <br />land right now. <br />Councilman Baumgartner stated that he would agree with Mr.Shelquist then. <br />Councilman Shelquist asked what the request is that we are acting upon <br />tonight? The original request to the Planning Commission was to rezone <br />lots 5 -23 to R -2. The administrator replied that the hearing is on <br />4 lots. He originally requested rezoning of all parcels. <br />Mr. Gustafson stated that they had wanted to rezone all of it at the <br />same time but did not have enough money. They will p;o for these 4 lots <br />and go from there. <br />Councilman Baumgartner stated that if these 4 lots are zoned to R 2, <br />the request will be for the rest of them in another six months. <br />Acting Mayor HODGES SUGGESTED perhaps taking another look at this <br />and coming up with some plan. They should stick with the single <br />family there. <br />Mr. Gustafson stated that he was sorry to hear this negative talk. <br />He has tried to develop this before. He cannot hold the land anymore, <br />he has tried to develop it for what it is worth; you allowed the <br />apartments to come in right across the street. <br />rSP (Pickar- Shelquist) to close the public hearing. L ayes <br />Attorney Meyers stated that this is a hearing for an R -2 zonin <br />and that is just for Lots 4 -7 as indicated, advertised and agreed <br />upon by the owners. There were 18 notices sent out, excluding those <br />properties owned by r. Gustafson. <br />There are 5 home owners present and against it. <br />iSP Shelquist- Baumgartner) that we deny the rezoning from R1 to R2 <br />for Lots 4 -7 :dock 3 of Greenfield Plat 2 for the reason that it is <br />inconsistent with the immediate adjacent residential district, <br />there would he an adverse effect on the value of the property of <br />those homeowners affected i:rned?ately adjacent, increased density <br />:ould an adverse effect as well as traffic congestion, and it <br />is spot rezoning-. <br />
