September 27, 1976 Page 3 <br />At 8:33 p.m. Mayor Pickar closed the public hearing and called to order the <br />regular council meeting. <br />Attorney Meyers reviewed a proposed resolution which would assess the <br />project. The Council will have to decide on the number of years this <br />assessment should run. <br />MS (Pickar Shelquist) to adopt Resolution No. 763 as reviewed by the <br />Attorney. Councilmember Shelquist stated the resolution would have to <br />be amended to include the number of years. <br />Councilmember Hodges stated he would go along with the recommendation of <br />five years. <br />Councilmember Baumgartner agreed. <br />Councilmember Rowley stated she would go with the staff recommendation of <br />five years. <br />Councilmember Shelquist stated the Council discussed making this a one <br />year assessment, but at that time it was a much lower priced prnject. <br />Because of numerous starts and stops due to lack of cooperation on the part <br />of the owners of Mounds View Square the project cost escalated up to <br />$31,000 so he felt it is reasonable to spread the assessment over more <br />years. He will agree with 5 years. <br />MS (Shelquist- Hodges) to amend the motion to include in the resolution <br />that the assessment run for five years. <br />Mayor Pickar stated he would go along with this. <br />Vote on the amendment <br />Vote on the main motion as amended <br />Engineer Hubbard stated that Mr. and Mrs. Lestina were in the audience <br />and explained to the Council that there will be a public hearing on the <br />size of accessory buildings later tonight so perhaps the hearings on the <br />Lestina and Pederson requests be delayed until after a decision is made <br />on tonights' hearing. The Lestina and Pederson requests are for a special <br />use permit on an oversized accessory building. <br />Mr. Pederson stated that he does not want to spend any more money on this <br />request. Councilmember Baumgartner suggested the City notify him by letter <br />of their action since it probably won't be discussed until 11:00 p.m. <br />5 ayes <br />5 ayes <br />MSP Pickar- Baumgartner) to temporarily table the public hearing of <br />Mr. Lestina and Mr. Pederson for a special use permit. 5 ayes <br />APPROVAL OF CONSENT AGENDA <br />Councilmember Rowley asked that Items H and I he removed from the consent <br />agenda. <br />MSP (Shelquist- Baumgartner) to approve the following consent agenda items: 5 ayes <br />ITEM A. Set Tuesday, October 12, 1976, 8:00 p.m. as the first regular <br />Council meetinK in October, because the second Monday is a legal holiday. <br />Reschedule all October 11 public hearings to October 12, 1976, at the <br />same hour. <br />
