MSP (Ziebarth- Rowley) to amend the motion to say June 1, 1977. <br />Vote on the main motion as amended: <br />Mayor Pickar closed the public hearing at 8:20 p.m. <br />t 8 :21 p.m., Mayor Picker opened the public hearing <br />D evelopment and Housing ;needs <br />Mayor_ Pickar stated that this was the second required public hearing <br />en the grant application for the community development and housing <br />needs. <br />Administrato rAchen stated that the Staff has; prepared rough, estimates <br />of the cost for a storm draina p T p roject cost per one -half <br />a residential l t w as based o n the assumption that multiple and <br />commercial property will be assessed at twice the rate and heavy <br />commercial' property at three times the rate. The HUD grant is to pro- <br />vide benefit to low and moderate income fam The east side o f <br />Mound View has a higher percentage of these families and would score <br />the best in obtaining these funds. He then reviewed the proposed areas <br />of the drainage improvement. The City has received a commitment for <br />LAWCON money for the acquisition of additional land to Silver View <br />Park, w hich is in the same area as the storm water drainage basin. <br />The second priority was on park improvements. The staff has reviewed <br />last years project which most of the work hasn't been done yet, and <br />re that those improvements be focused on and include enough <br />mo to construct the shelter buildings. The preliminary application <br />must be submitted by February 13. After submission of the applications, <br />HUD ranks them and picks the ones to submit final applications. The <br />City could then decide if they want to proceed. <br />Mayor Pickar stated that the priorities would be to acquire land for <br />a storm sewer program and secondly for park improvements. He explained <br />that Mounds View is eligible to apply for this grant based on what <br />it has, not on what it will do in the future. <br />Mayor Pickar closed the public hearing at 8:35 p.n. <br />At 8 :36 p.m. Mayor Pickar opened the public hearing on the vacation of <br />utility and highway easements. <br />AdministratorAchen explained that the Council acquired street easements <br />for a proposed street which has now been dropped. Since the street <br />is no longer being planned, the Council also decided to drop the street <br />easements.
