January 24, 1177 Page 3 <br />owner couldn't get a cement anchor system that would comply with <br />every mobile home. The tie downs would be of value to the mobile <br />home owner. There is a liability and warranty problem if the park <br />owner installed them. Most manufacturers won't follow up on their <br />warranty if tie downs aren't installed in accordance with their <br />recommendations. If the costs are bore by the park owner, the cost <br />will go to the home owner in the form of more rent so they think the <br />only fair way would be to assess the home owners themselves. Ir. <br />Haggerty stated that they do not advocate a tie down ordinance but <br />feel it is only fair for the people to know who will be paying for it. <br />Mayor Pickar stated that nothing has been brought up about sharing the <br />cost between the home andpark owners. The Council realizes that <br />eventually the cost would be sent on to the home owner. <br />William Goodien stated that the Council has not taken into consideration <br />that the people paying the taxes will be levied the burden either way. <br />Councilmember Baumgartner stated that the Council hasn't said that <br />they would or would not pas this ordinance. It is just a proposal. <br />The purpose of the public hearing is to get input and then make a <br />decision. <br />Mr. Shaw stated that he sells mobile homes. He suggested that all new <br />mobile homes be required to have tiedowns because the cost can be <br />added to the financing and only increase the monthly payments by <br />$3 or $4. <br />Councilmember Ziebarth stated that he appreciated these residents <br />coming out to give the Council this input. He stated that there <br />were a few misconceptions about tie downs. It was never said that <br />tie downs would do anything for a trailer in a tornadoe. The <br />Council is talking about high winds. Once the City knows the State <br />requirements, we will know what type of winds they will hold up under. <br />Councilmember Ziebarth stated that he lived in a mobile home for five <br />years. During the 1975 storm there was a mobile home in the center <br />lane ofthe freeway. Someone could have been killed by that. Council- <br />member Ziebarth stated that he did not want these people to consider <br />themselves second class citizens. The Council invited them here because <br />they are concerned about the cost to the mobile home owners. Council- <br />member Ziebarth asked how many hone owners would still thin: the tie <br />downs were bad if they didn't cost anything. <br />Councilmember !!orinnc stated that he can un erstand the nrohlens with <br />the cost of the tie downs because he lived in a trailer while going <br />to college. Councilman Podnes stated that he would want a tie do'in <br />on his trailer because his wife and children would he living there. <br />Tie downs are like insurance. <br />Councilmember L stated that he can anoreciate both sides <br />and also what Councilmember !lodges said about tie downs being Peace <br />of mind.
