Page 11 <br />February 14, 1977 <br />REVISIOtI OF MOBILE NOME COLE <br />CI Mayor Pickar explained that public hearings have been held on the <br />proposed tie downs for mobile homes and a motion was made and voted <br />on to adopt a tie down provision in the code. Since that time, the <br />Administrator has put this into an ordinance form. <br />Administrator Achen reviewed the proposed ordinance. <br />Councilmember Baumgartner stated that he did not have any problems <br />with this, but he did *9te against the tie down requirement because he <br />felt the techniques haven't been established that well. Council <br />member Baumgartner stated that he wonders if the City inspection <br />department is capable and knowledgeable of making these inspections. <br />Councilmember Baumgartner stated that he would vote for adopting the <br />new ordinance, but would like to have his reservations of the tie down <br />ordinance noted. <br />Councilmember Rowley stated that she agrees with the Chapter but <br />had been concerned with the anchor requirement for winter months <br />before the ground thawed. <br />Councilmember Ziebarth stated that he voted against the tie downs <br />because he felt the present provisions don't provide for any future <br />restrictions for people that have mobile homes and don't have the <br />tie downs. Councilmember Ziebarth stated that he will encourage <br />people in mobile hmes to think about tie downs and he will keep <br />bringing* this up until the City has a uniform provision fnr tie <br />downs. Councilmember Ziebarth stated that frith those reservations, <br />he would agree with the ordinance. <br />Mayor Pickar stated that everyone had reservations on the tie downs <br />when this first cane up. Mayor Pickar stated that by including the <br />homes from this time on, it is taking the first stop .-le suggested <br />that a survey be made in three or four years from now on how many <br />homes have then. <br />Councilmember Baumgartner stated that the State has definite <br />procedures for tie downs but the residents will be doing the <br />installation. The City inspection department will have to say <br />if the installation was done correctly or not. The City will be <br />in trouble when the first wind comes along and blows over a trailer <br />that the City said was tied do''n correctly. <br />Mayor Pickar stated that he did not think the enforcement of this <br />was anv different that the enforcement of the buildin- codes.
