A regular meeting of the Mounds View City Council was called <br />to order by Mayor Pickar at 7:30 PM, February 28, 1977, at <br />Mounds View City Hall, 2401 Highway 10, Mounds View, MN 55112. <br />Members Also <br />present: Clerk Admin. George Seltz <br />Baumgartner <br />Hodges <br />present: Mayor Pickar <br />Councilmember <br />Councilmember <br />Councilmember <br />Councilmember <br />PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />MSP (Baumgartner Rowley) to approve the minutes of the February 14, <br />1977, regular meeting. 4 ayes <br />1 abst. <br />Councilmember Hodges abstained as he wasn't present at the <br />February 14th meeting. <br />CITIZEN COMMENTS AND REQUESTS: There were none. <br />MSP (Hodges Pickar) for approval of the consent agenda. <br />Councilmember Ziebarth asked the definition of a "general <br />amusement device" addition to the Launching Pad's license. <br />Admin. Achen explained that the City has set fees for operation <br />of mechanical amusement devices one fee for each pinball -type <br />machine and another fee for each other type device. The Launching <br />Pad is adding another machine to their existing license; it is <br />not a pinball -type machine, so they were charged the $25 fee for <br />adding a general type machine to the license. <br />Councilmember Ziebarth questioned whether Gopher Carnivals had <br />been informed of the City's new ordinance governing carnivals and <br />amusement rides. Admin. Achen stated Gopher had been sent a copy <br />of the ordinance and the police and fire chiefs had reviewed the <br />application. <br />Mayor Pickar asked what type of background check is done on the <br />contractors requesting a license? Admin. Achen stated that refer- <br />ences are checked in cities where the contractor has been previously <br />licensed and the Better Business Bureau is contacted. It is not <br />an indepth background check. Atty. Meyers has indicated that the <br />City would have to have a solid case to deny a license, particularly <br />in the case of a general contractor where the City would be denying <br />him his livelihood. Therefore, the City has been on the lenient <br />side on issuing licenses. <br />Vote on the motion to adopt the following consent agenda: 5 ayes <br />ITEM A. Adopt Resolution Nos. 807 -808 authorizing the reappor- <br />tionment of the special assessments for the following subdivisions <br />respectively: Gary Lindgren for minor subdivision of property <br />located at 8375 Eastwood Road and George Payne for major subdi- <br />
