March 28, 1977 Page 3 <br />Regarding Item C, Mayor Pickar expressed concern that the specifi- <br />cations for the front mounted rotary mower were designed around <br />one particular manufacturer's model and that they would exclude <br />other potential bidders. Admin. Achen stated that he thought the <br />specifications were written around one piece of machinery but <br />that was intended to establish a standard rather than exclude <br />other bidders. The specifications indicate that other manu- <br />facturers can propose equipment of equal or superior quality. <br />It is difficult to write specifications any other way without <br />doing considerable research on technical aspects of the equipment. <br />This requires technical expertise and much time. Councilmember <br />Ziebarth asked if the items underlined in the specifications cor- <br />relate to the underlined statements in the above paragraph. <br />Admin. Achen stated that he assumed the underlined areas were to <br />be emphasized. Councilmember Ziebarth asked how do the manufacturers <br />that bid react to the specifications? Admin. Achen stated that <br />he would not know until bids are received. If only one or two <br />are received, it may indicate a problem exists in our specifications. <br />MSP (Pickar- Hodges) to approve the specifications for purchase <br />of a front mountei rotary mower and set the opening of bids for <br />10:00 AM, Monday, April 11, 1977. <br />EXTENSION OF DEADLINE FOR SUBMITTING CLARA FORD ADDITION FINAL PLAT <br />Admin. Achen explained that the Council approved the Clara Ford <br />Addition preliminary plat last May 10, 1976. On May 21 Mrs. <br />Ford withdrew her subdivision request. Then on March 24, 1977, <br />she requested the City proceed to approve the final plat. Since <br />the six month time limit for submission of the final plat had <br />expired, it is necessary for Council to waive the deadline. She <br />was represented at the Council meeting by Ken Sjodin, who <br />explained that Mrs. Ford had withdrawn her request on May 21, <br />1976, because she did not want to subdivide her property on the <br />centerline as the Planning Commission and Council had requested. <br />Then on March 24, 1977, she decided to proceed. <br />The final plat does conform to the terms of Council approval of <br />the preliminary plat plus the engineer's requirement of an <br />additional 30 foot drainage easement. The latter is in keeping <br />with the recommendations of the Banister Short Storm Drainage <br />Report. Admin. Achen recommended Council approve the final <br />plat. <br />MSP (Pickar Rowley) to approve a time extension not to exceed <br />30 days (April 28, 1977) for the Clara Ford Addition. <br />MSP (Hodges Rowley) to adopt Resolution No. 821 approving the <br />final plat of the Clara Ford Addition. <br />TEMPORARY SIGN PERMIT FOR FASHION DISCOVERY AT MOUNDS VIEW SQUARE <br />SHOPPING CENTER <br />There was no one present Lo represent Fashion Discovery. Fashion <br />Discovery erected a temporary 6x10 foot interior lighted sign on <br />the Center parking lot without a sign permit. The staff directed <br />that the sign be removed until the City Council issues such a <br />5 ayes <br />5 ayes <br />
