PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSFY COUNTY, MINNESOTA <br />A regular meeting of the Mounds View City Council was called <br />to order by Acting Mayor Hodges at 7:30 PM April 11, 1977, at <br />the Mounds View City Hall, 2401 Highway 10, Mounds View, MN 55112. <br />Members Also <br />present: Acting Mayor Hodges present: Clerk Admin. Achen <br />Councilmember Ziebarth Attorney Meyers <br />Councilmember Baumgartner Engineer Hubbard <br />Councilmember Rowley <br />Mayor Pickar <br />MSP (Baumgartner- Rowley) to approve the minutes of the March <br />28, 1977, regular meeting. 4 ayes <br />CITIZEN COMMENTS AND REQUESTS <br />Alien Zepper, 5255 Irondale Road, explained to the City Council <br />the problems he is experiencing in getting bonded for fencing. <br />Bonding is presently required in Mounds View and Mr. Zepper <br />has found it extremely difficult to get bonded because he <br />has not been in business seven years, which is a major require- <br />ment. Also, if he were able to meet the requirements, he would <br />have to post $343 for the first $1,000 bond. Mr. Zepper stated <br />he had called 35 communities at random from the telephone <br />book and that only five require licenses, 12 require permits, <br />and only St. Paul requires a bond. Mr. Zepper asked that the <br />City Council check into the bonding issue. <br />Acting Mayor Hodges stated that the City Council should check <br />into the issue. <br />Admin. Achen stated that Mr. Zepper would not be able to work <br />until he either was bonded or until the City took action on <br />the issue, and that he could have information available for <br />the Council at the next meeting if they wanted to wait that <br />long. <br />Councilmember Ziebarth stated that he could not make a <br />decision on the issue during this evenings meeting but that <br />it should be discussed. It was decided that the bonding issue <br />would be discussed at the next City Council meeting. <br />Carol Ziebarth, 5150 Bona Road, expressed concern to the City <br />Council of a possible water shortage tor the coming summer <br />and asked that the Counril cnnsidpr enfnrcina water restrictions <br />for the City of Mounds View, i.e. alternate days for watering <br />lawns, to get ahead of any situation that might arise. <br />
