October 24,1977 <br />the Council Members and reviewed the additional <br />MSP (Baumgartner Rowley) to appropriate $12,660 <br />fund balance to be used for the items presented <br />strator to the City Council, dated October 24, <br />appropriations recommended. <br />from the projected 1977 general <br />on the memo from the City Admini- <br />1977. 4 <br />Page <br />ayes <br />ADMINISTRATOR ACHEN'S REPORT <br />Administrator Achen reported that he met with Bruce Anderson on October 21 and offered <br />him the position of Park Recreation Director: starting at $17,600 with a raise to <br />$18,300 after six months service.. Mr. Anderson accepted and will be starting <br />November 7, 1977. His benefits wll include city paid memberships and attendance <br />at state and national Professional association conferences. <br />M Baumgartner) to approve Bruce Anderson as the Park Recreation <br />Di rector, effective November 7, 1977, at a starting salary of $17,600 with a raise <br />to $18,300 after a six month probationary period. <br />Administrator Achen reported that a scheduling conflict arose with Mn /DOT so that <br />Glen Van Wormer would not be available for discussion of the traffic signal and <br />median opening on T.H. 10 until the Council's November 14 meeting. <br />Administrator Achen reported that the first Local No. 320 police mediation session <br />was held October 18 and that it was merely an introductory session and no bargaining <br />actually occurred. A second session is set for November 4. <br />Administrator Achen reported that the CETA program has informed the City that the <br />mechanic's helper, Richard Schmidlin, will begin working for the City on October <br />31, 1977 and that CETA has forwarded the necessary funding agreements which he and <br />the Mayor will execute. Administrator Achen reported that the Public Works Director <br />and Superintendent have met with Mr. Schmidlin and feel he is qualified to handle <br />the responsibilities of the position. <br />Administrator Achen reported that Mn /DOT has responded to Ramsey County's request <br />that a speed study be conducted on County Road J. Mn /DOT recommendations are that <br />the 30 mph speed limit between Central Avenue and Baltimore be retained, that <br />from Baltimore to Hastings Street (Spring Lake Road) the speed limit be set at <br />35 mph, and that from Hastings Street to New T.H. 10 the speed limit remain at <br />40 mph. Administrator Achen stated that this was not a very strong response to <br />the Council's request and that if anything, the three speed limits on the particu- <br />lar section of County Road J may simply, confuse travellers and result in a gradual <br />decrease of speed as now occurs from the stop sign to Central Avenue and vice <br />versa, an increase in speed from the light at Central Avenue to the stop sign. <br />Administrator Achen stated that the County Board has acted to implement the Mn /DOT <br />recommendations. <br />Administrator Achen stated that in the past, the City has been working under a <br />state grant for diagnostic referral service for employees and their families. <br />He stated that on January 1, 1978 the program will be on a self- supporting basis <br />and that Mounds View would be responsible for the cost if they decide to continue <br />with the program. Administrator Achen reported that the fee would be approximately <br />$200, which would be $6 per employee. <br />MSP (Hodges- Ziebarth) to approve the Employee Guidance Service agreement. <br />4 ayes <br />4 ayes <br />
