PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A regular meeting of the Mounds View City Council was called to order by Mayor <br />Pickar at 7:30 PM on January 23, 1978 at the Mounds View City Hall, 2401 <br />Highway 10, Mounds View, Minnesota 55112. <br />Members Present: Also Present: <br />Councilmember <br />Councilmember <br />Councilmember <br />Councilmember <br />Mayor Picker <br />Ziebarth <br />Rowley <br />Baumgartner <br />Hodges <br />Clerk- Administrator Achen <br />Attorney Meyers <br />Engineer Hubbard <br />MSP (Z1e!+arth- Hodges) to approve the minutes of the January 9, 1978 meeting. <br />CITIZEN COMMENTS AND REQUESTS <br />Juel Wold, 2616 Hillview asked if the Council had made any decision regarding the <br />truck ordinance. Mayor Pickar replied that the petition that had been presented <br />at the January 9, 1978 meeting had been taken under consideration but that no <br />Council Member had indicated a wish to discuss the issue further. Mayor Pickar <br />also stated that unless an agreeable solution could be found for both sides, <br />they did not plan to reopen the issue. Mayor Pickar also pointed out that other <br />cities have similar ordinances and they have found ways to take care of the trucks. <br />Jean Locke, 5352 Quincy asked who was on the other side, against the trucks. <br />Councilmember Rowley replied that she had received several calls on the matter and <br />that several people had been present at the public hearing and at the Council <br />meetings on the matter. <br />Councilmember Baumgartner pointed out that traditionally, those in favor of a law <br />or ordinance do not voice their opinion, that it is generally the opposition that <br />speaks out. <br />Charlotte Fields, 2255 Lambert stated that several people she had spoken to were <br />not aware of the ordinance. Councilmember Baumgartner replied that the ordinance <br />was published in the New Brighton Bulletin, which is the legal paper for Mounds <br />View, and that the public hearings had been advertised. <br />Mel Shikard questioned what the definition was of a commercial vehicle. Mayor <br />Pickar replied that it was anything over one ton. <br />Mr. Shikard stated that he knew of several people who were in violation but had <br />not been tagged. Mayor Pickar replied that the Police Department was patrolling <br />and issuing citations to all the violators they spotted and that anyone who knew <br />of a violation was welcome to call the Police Department and report it. <br />Gerald Fields, 2255 Lambert pointed out that all the signatures on the petition he <br />had turned in at the January 9, 1978 meeting were neighbors of truck drivers. He <br />also stated that trucking companies were not forcing the drivers to take the trucks <br />home at night. <br />5 ayes <br />
