February 13, 1978 <br />Administrator Achen reported that Representative Paul McCarron is the primary <br />sponsor of three bills on which the Council may wish to take a position. They <br />are House File No. 1841, which prohibits the expansion of the Anoka airport <br />either in terms of use, land acquisition or construction, House File No. 1842, <br />which prohibits any expansion by land acquisition, construction or other <br />improvements until a zoning authority is created, and House File No. 1955 which <br />required that the Metropolitan Metropolitan Airports Commission provide com- <br />pensation to ;property owners residing in the vicinity of a minor use airport <br />that is being expanded for any loss in property value caused by the expansion. <br />MSP (Pickar- Rowley) that the Mounds View City Council supports Representatives <br />McCarron's three bills and any legislation restricting the use of Anoka <br />County Airport as a heliport. <br />ATTORNEY MEYERS REPORT <br />Attorney Meyers reported that the Mounds View Square assessment hearing was almost <br />finished and should be completed in April. <br />Attorney Meyers also reported that the Stimpson case, regarding truck parking, <br />is set for March 27. <br />Attorney Meyers reported that the Council would not be required to give depositions <br />on the James Refrigeration case. <br />ENGINEER HUBBARD'S REPORT <br />Engineer Hubbard stated that he had met with the contractor who would be doing <br />the basement remodeling and that the work would begin on February 15 and would be <br />completed by April 16. He also stated that the Park Department has expressed <br />concern that the storage area would not be adequate and that they are looking into <br />possibilities for further storage. <br />Engineer Hubbard presented copies of the feasibility study for Northcrest Park, <br />prepared by Short, Elliott and Hendrickson and stated that the public hearing on <br />the issue would be on March 13, 1978. <br />Administrator Achen stated that notice should be sent to everyone involved of the <br />public hearing. <br />COUNCILMEMBER BAUMGARTNER'S REPORT <br />Councilmember Baumgartner had no report. <br />COUNCILMEMBER ROWLEY'S REPORT <br />Councilmember Rowley stated that she had attended the Lakeside Park meeting on <br />February 9 with Councilmemher Baumgartner and Park Director Anderson and that <br />the vacancies on the board had not been filled yet. She also stated that Mounds <br />View was the only one who had a proposal to offer at the meeting. <br />Councilmember Rowley reported that she had brought up the subject of turning the <br />
