April 10, 1978 <br />Mr. Mackeben stated that he also understood earlier that the Steering Committee had <br />the expertise to make recommmendations but they were now saying that they didn't have <br />it and that he now felt that they did not have the knowledge to make recommendations <br />on the moratorium, and that moratorium was basically being put together by lay people. <br />Mayor Pickar stated that it might be possible to employ an outside engineer if needed. <br />However, the Council has no plans to do so at the moment. <br />Administrator Achen reported that the Planning Commission is normally charged with the <br />responsibility of providing the City Council with recommendations on public improve- <br />ments and that the Task Force should at some time share their recommendations with <br />the Planning Commission so that the Planning Commission could make a recommendation <br />to the City Council. Mayor Pickar stated that he assumes the Planning Commission <br />will make a recommendation on this matter. <br />Mr. Mackeben stated that he was concerned that the citizens had been mislead into <br />believing that there were technical people on the Task Force. Mr. Loeding replied <br />that the Task Force's primary objection to the Short, Elliott, Hendrickson report <br />was not the technical data but rather some of the conclusions, and thus, they were <br />not rejecting the technical aspects. He added that the point was not whether the <br />Task Force consisted of civil engineers but rather deciding other issues, such as <br />who should pay for the project and so forth. <br />Mr,. Mackeben stated that if the Task Force agreed that at least 80 percent of the <br />technical data in the report was correct, then the City did need a storm sewer <br />system of some sort. <br />ANOKA COUNTY AIRPORT METROPOLITAN AIRPORT COMMISSION APPLICATION FOR FEDERAL <br />AVIATION ADMINISTRATION GRANT <br />Administrator Achen reported that the MAC has applied for a $150,000 FAA grant for <br />preparing a master plan for the Anoka County Airport as an intermediate airport. <br />He reported that the review process for granting federal funds involves a review <br />by the Metro Council, which would make a recommendation to the FAA, and that the <br />review process by the Metro Council was now underway. <br />Administrator Achen recommended that the Council take some type of position on the <br />application, either supporting the application with the rational that a portion <br />of the funds be for citizen input and citizen participation above and beyond what <br />has been done at other airports, or object to the granting of funds based upon <br />objection to the upgrading of the airport at all. <br />Administrator Achen added that if the City did approve the application, they should <br />be able to influence the type of planning that would be done. <br />Mayor Pickar stated that the Council had not <br />as a group yet and asked if there was a time <br />Administrator Achen replied that the earlier <br />that they would like all comments within the <br />had an opportunity to discuss the issue <br />limit for getting the comments in. <br />the comments were in, the better and <br />next two weeks. <br />MSP (Pickar-Baumgartner) to direct the City Administrator to send a letter to MAC <br />expressing the Council's strong feeling of having the opportunity to have input into <br />the A -95 review process which is under consideration at the present time and a more <br />complete list of the thoughts and input will be following within the next few <br />weeks. <br />Page 7 <br />5 ayes <br />
