April 10, 1978 Page 3 <br />Peter Sargent read a statement to the Council from the Task Force, stating that <br />because they had been advised that consideration was being given to moving the <br />moratorium expiration date to April 24, that they chose to use the additional <br />time to strengthen their recommendations to the Council in line with the moratorium <br />issue. <br />Councilmember Baumgartner asked if the report of the Task Force would be to the Council <br />by April 24. Mr. Sargent replied that the Task Force would address the Council on <br />the 24th but he was not sure yet what they would be saying. <br />Mr. Loeding stated that he felt the Task Force would have a preliminary report <br />prepared by April 24. <br />Councilmember Baumgartner stated that he would like to see something from the Task <br />Force by April 21 or 22, in order to give the Council time tc review the report <br />before the April 24 meeting. <br />Councilmember Baumgartner also pointed out that at the meeting in the basement of <br />City Hall on April 6, Mr. Loeding had made the statement that he felt the Task <br />Force was going to need some expertise from the outside and that the City should <br />commit itself to paying for it. <br />Mr. Loeding replied that he had made a statement that the Task Force did not have <br />any civil engineers on it and therefore, they could not be expected to design a <br />storm sewer system. <br />Councilmember Baumgartner pointed out that during the course of the meetings at <br />Bel Rae, the Planning Commission meetings and City Council meetings, statements <br />were made by the Steering Committee that they had the required expertise. <br />Councilmember Baumgartner asked where that expertise went. <br />Mr. Loeding replied that there was no detailed explanation in the report to assist <br />them in interpreting it, and thus they would need outside help. <br />Councilmember Baumgartner pointed out that he had been told by Duane McCarty at the <br />end of one of the Planning Commission meetings that Mr. Loeding and Mr. Sargent were <br />civil engineers. Mr. McCarty replied that he had originally thought Mr. Loeding <br />and Mr. Sargent were civil engineers. He also added that he had called all the people <br />listed who supposedly had water problems in their basements in 1975 and that all of <br />them denied ever having water problems. <br />Councilmember Baumgartner stated that he had been lead to believe by the Steering <br />Committee, as had the Planning Commission and City Council, that the Steering <br />Committee had the expertise to review the project and make judgements, and thus <br />he had stopped and thought that the Steering Committee had some valid points, but <br />that now the Task Force was saying the report was full of holes. <br />Mr. Loeding stated that the Task Force could make that decision. <br />Councilmember Rowley asked if the reports that the Task Force had reviewed had <br />contained Section D. Mr. Loeding replied that they had. Engineer Hubbard pointed <br />out that Section D gave all the technical data and contained charts showing how <br />all the calculations were made. <br />Mr. Loeding replied that he did not feel the report required a degree in civil <br />engineering to read and interpret but that he still did not feel the statements <br />
