June 12, 1978 <br />ADMINISTRATOR ACHEN'S REPORT <br />Administrator Achen reported Engineer Hubbard has prepared a resolution requesting <br />approval of a median crosing on TH 10 to serve the Northcrest Park development. <br />and read the resolution. <br />ATTORNEY MEYERS' REPORT <br />Attorney Meyers reported that he had spoken with the attorney for Northcrest Park <br />and that they would like action on vacating Raymond Avenue on the plat. Attorney <br />Meyers advised that a public hearing would not be held until the final plat has <br />been approved. <br />Official Rose reported that that would present a problem for the developer since <br />they are negotiating the sale of some of the property and could not do that until <br />the road was vacated. <br />Attorney Meyers reported that there are several trucking violation cases pending <br />and that so far in one case, the ordinance has been upheld and the court has found <br />it to be a valid ordinance. <br />Page 10 <br />ON -SALE LIQUOR LICENSE ORDINANCE AMENDMENT <br />Attorney Meyers presented the ordianance regarding on -sale liquor license establish- <br />ments closings. <br />Mayor Pickar explained the purpose of the ordinance was due to the Mermaid opening <br />a bowling alley and staying open late. <br />MSP (Baumgartner Pickar) to approve Ordinance #279. 4 ayes <br />MSP (Pickar Ziebarth) to approve Resolution #903,requesting the Minnesota Department <br />of Transportation approve the median crossing on TH 10. 4 ayes <br />Administrator Achen handed out a memo regarding the grievance filed by Local 49 <br />regarding payment of overtime, and gave the background of the situation. <br />MSP (Pickar Ziebarth) to uphold the City Administrator's position on the overtime <br />grievance. 4 ayes <br />Administrator Achen reported that the North Suburban Youth Service Bureau has <br />requested to appear before the Co9ncil at the June 19 agenda session to present <br />their budget request. <br />Mayor Pickar stated he would prefer they present it at the July 17 agenda session <br />to give the Council more time to review it. <br />Administrator Achen reported that he will be preparing the finalized form of the <br />MTC survey for buses for the northwest corner of the City. He reported that he <br />has received input from the spokespeople of the neighborhood as well as from MTC. <br />Councilmember Ziebarth expressed concern with the survey being negative and requested <br />that a space be left for comments. Administrator Achen replied that a space was <br />being allowed for comments. <br />
