June 12, 1978 Page 3 <br />FARMER'S MARKET PROPOSAL <br />Adm. Achen. reported that Park Director Anderson has requested to start a farmers <br />market to be in operation one day per week, from 2:30 to 6:00 PM at the Bel Rae <br />Ballroom parking lot, on a trial basis, with the City to provide either Satellites <br />or city hall restroom facilities. The reason for the farmers market would be an <br />opportunity for the citizens to bring the produce from their gardens to sell. <br />Mayor Pickar asked how the cost of the Satellites would be covered. Administrator <br />Achen replied that it would come out of the Park Department budget. He added that <br />Staff had refused to issue permits for the selling of produce along Highway 10 and <br />that they had been concerned that this was a similar request. Councilmember <br />Ziebarth replied that this request differed in that there would be no fee and that <br />registration would be required. He added that the market was basically to provide <br />an outlet for surplus produce grown by the citizens. <br />Councilmember Rowley recommended that the cost of the Satellites be looked into. <br />Councilmember Baumgartner added that he felt for the short amount of time the <br />market would be in operation each week, the people at the market could walk across <br />the street and use the facilities City Hall. <br />Mayor Pickar stated that the Council seemed to be unanimous in approving of the <br />concept of the farmers market. <br />Mayor Pickar recessed the general meeting and opened the first public hearing. <br />PROJECT 1978 -6 PUBLIC UTILITY IMPROVEMENTS SILVER LAKE ROAD DUPLEX DEVELOPMENT <br />Administrator Achen reported that the Engineering Staff had prepared a feasibility <br />study on the proposal and that the hearing was intended to receive input on whether <br />the people in the affected area would be in favor of the project. He added that <br />legal notice had been mailed to all the effected parties and notice had been published <br />in the newspaper. <br />Mayor Pickar explained that the Council had been approached by individuals who own <br />property on Silver Lake Road who asked the Council to look into the feasibility of <br />providing services to the area, and that the Council would now like input from the <br />citizens regarding the future development of the property. <br />Jim Tobiason, 7601 Groveland stated that the land in the area in question is 4 -5' <br />below street level in some spots and asked if a storm sewer would he required. <br />Engineer Hubbard replied that some of the property is low and would require build- <br />ing up to street level and that an extension of the culvert may have to be put in, <br />along with possibly putting in a drainage ditch at the rear of the property line. <br />He added that Ramsey County will not allow an extension to go across Silver Lake Road. <br />Engineer Hubbard explained that the City was asked to study the feasibility of the <br />development and an informational hearing was held on February 13, 1978, and based on <br />citizen input from that meeting, a feasibility study was done and the public utility <br />improvements hearing set. He added that the estimated cost of the project would be <br />$78,570, with the sanitary sewer costing $33.02 per front foot, and water costing <br />$25.31 per front foot. <br />
