PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A regular meeting of the Mounds View City Council was called to order by Mayor <br />Pickar at 7:30 PM on July 24, 1978 at the Mounds View City Hall, 2401 Highway 10, <br />Mounds View, Minnesota 55112. <br />Members Present: Also Present: <br />Mayor Pickar <br />Councilmember Baumgartner <br />Councilmember Rowley <br />Clerk /Administrator Achen <br />Mayor Pickar stated that Councilmember Hodges was out of town and that Councilmember <br />Ziebarth had car trouble and would be joining the meeting later. <br />Duane McCarty asked that the minutes of the July 10, 1978 meetinr, be corrected on <br />page 5 to read that the Concerned Citizens Group had conducted the survey, rather <br />than he. in the ninth paragraph. <br />Councilmember Baumgartner asked that the minutes be corrected on page 13, eighth <br />paragraph to read 11:55 rather than 12:55. <br />MSP (Baumgartner Rowley) to approve the minutes of the July 10, 1978 meeting as <br />corrected. 3 ayes <br />CITIZENS COMMENTS AND REQUESTS <br />Rachael Bardwell, 2932 County Road J stated she would like the County to remove truck <br />traffic from County Road J, and asked why the City of Mounds View does not have a noise <br />ordinance, rather than just a nuisance ordinance. She explained that a reading had <br />been taken by the PCA along County Road J, which found the noise level to be above the <br />accepted 75 decibels. She also stated she would like the speed limit reduced, as she <br />had requested last year but which the State turned down since they did not see the <br />need. She stated that she had been told the City would have to request the speed <br />reduction again before the State would do another study, and that she would be going <br />on to the County Board if she gets the backing of the Council. <br />Councilmember Ziebarth joined the meeting at this time. <br />Mayor Pickar stated that the City had requested the speed limit reduction last year and <br />would be willing to request it again. Mrs. Bardwell asked that the hours of the study <br />be specified, for when traffic would be moving and not tied up during rush hour. <br />MSP (Pickar Rowley) to request the County to conduct a study between the hours of <br />7 and 10 PM along County Road J. 4 ayes <br />Mayor Pickar stated he was not sure what the basis would be for eliminating trucks <br />along County Road J. Councilmember Baumgartner added that the problem is with the <br />noisy trucks and that they should go back to the PCA and see what enforcement measures <br />the City should take and have the PCA monitor trucks and tag the violators. He added <br />that Lhey would also have to tag any cars or motorcycles th were in violation. <br />
