July 24, 1978 Page 3 <br />Mayor Pickar replied that he believed the Police Department would conduct a program if <br />enough people were interested, and added that they do go around to the schools in the <br />City and run a program on bicycle safety. He recommended that a petition of interested <br />citizens be circulated. <br />Councilmember Ziebarth stated he has found that children generally start riding bikes <br />between five and six years old but do not get educated until later on bicycle safety. <br />He stated that he felt the problem was with the parents who would allow it. <br />Councilmember Rowley stated she believed the Police Department does have a bicycle <br />safety program already but that people must attend it to get educated. <br />Lloyd Scott, 5100 Red Oak Drive stated that neighboring villages conduct dummy schools <br />for those found in violation of bicycle safety rules. <br />Councilmember Baumgartner recommended that the Park and Recreation Director be asked <br />to put together a program on bicycle safety, with a police officer to instruct. <br />Mayor Pickar added that the issue could be discussed at the next Park and Recreation <br />meeting. <br />Administrator Achen stated that the Police Department has provided bicycle safety <br />programs to each of the elementary schools in the past. <br />Mayor Pickar recessed the general meeting and opened the first public hearing. <br />PROJECT 1978 -6 SILVER LAKE ROAD IMPROVEMENTS <br />Mayor Pickar reported that as directed by Council, Staff solicited the services of the <br />Ramsey Soil and Water Conservation District but that Staff does not feel they provided <br />the information that is needed, since they do not investigate soil conditions below a <br />depth of five feet and their soil map data is based upon studies of areas at least <br />2.5 acres in size. Consequently, they are not even certain where peat soil exists <br />in the area, although they suspect such from their field observations. Mayor Pickar <br />stated that it was Staff's recommendation that the Council employ Twin City Testing <br />Company to determine where there are soils within 25 feet of the surface substantial <br />enough to support duplex or single family residential construction, requiring approximately <br />three borings, with the expected cost to run as high as $800. Mayor Pickar stated also <br />that the Council at this time knows no more than they did when they first started dis- <br />cussing the project. <br />Councilmember Baumgartner asked if any of the property owners had any soil studies <br />done. There was no response from the property owners present. <br />Councilmember Rowley stated that the City had gone to Ramsey County because of the <br />cost factor and that she personally was disappointed in the report from them as it <br />did not contain the information they had hoped for. <br />MSP (Rowley Pickar) to postpone the hearing on Project 1978 -6 until 7:50 PM on <br />August 14, 1978, due to lack of information. 4 ayes <br />Jerry Foss stated he was working with George Payne who is interested in purchasing <br />two of the lots on the north end and stated that the City has tabled the development <br />several times and the property owners would like to know what to do. <br />Mayor Picker l a that there ,l items i vol and several questions which es <br />rray�r rtCRar replied that, utcrc are several n.., <br />still have to be answered. <br />
