PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A meeting of the Mounds View City Council was called to order <br />by Mayor Pickar at 7:05 PM on September 5, 1978 at the Mounds <br />View City Hall, 2401 Highway 10, Mounds View, Minnesota 55112 <br />for purposes of regular business according to the provisions of <br />Chapter 2.03 of the Municipal Code. <br />Members Present: Also Present: <br />Mayor Pickar <br />Councilmember Baumgartner <br />Councilmember Hodges <br />Councilmember Rowley <br />Councilmember Ziebarth <br />Clerk- Administrator Achen <br />Administrator Achen explained that formal Council action is <br />necessary to amend Council's previous action calling for the <br />sale of $1,410,000 in Improvement Bonds. This is need& because <br />of the possible appeal of the District Court action upholding <br />the City's special assessments for Improvement Project 1975 -4 and 4A. <br />He explained that the proposed action recommended by both the <br />city attorney and our fiscal agent is to delete Project 1975 -4 <br />and 4A from the Bond sale and transfer the amount included in <br />the bond sale for this purpose to the contingency of the other <br />Projects. Because Project 1978 -3 is being constructed and <br />financed in two phases, any financing balance that may be available <br />upon completion of Phase I can be applied to reduce the financing <br />needed for Phase II. <br />MSP (Hodges Baumgartner) to adopt Resolution No. 925 relating <br />to $1,410,000 Improvement Bonds, Series 1978; amending Resolution <br />No. 921 adopted 8/14/78 relating thereto. 5 ayes <br />MSP (Ziebarth- Rowley) to adjourn at 7:10 PM. <br />Respectfully submitted, <br />1 <br />Mark Achen <br />Clerk- Administrator <br />
