September 25, 1978 Page 6 <br />Maor Pickar stated that he also agreed some front money should be required to cover <br />the project and protect the City. He added that the issue would be discussed further <br />at the next agenda meeting. <br />Mr. Beim stated that he would be discussing the matter with his partner and would <br />get back to Administrator Achen. <br />PETITION FOR TRAFFIC CONTROL CHANGES HILLVIEW ROAD /GREENFIELD AVENUE <br />Mayor Pickar read the recommendation from the Police Chief regarding the traffic <br />control changes. <br />MSP Pickar- Ziebarth) to place stop signs at the intersection of Hillview Road and <br />Greenfield Avenue on Hillview's southwest and northeast corners on a temporary basis <br />for 60 days, with the Police Department to determine further need after that time. 5 ayes <br />Councilmember Hodges asked if a street light had been considered. Mayor Pickar <br />asked that Staff look into it. <br />IMPROVEMENT PROJECT 1978 -4 ACTION ON CONSTRUCTION BIDS <br />Administrator Achen reported that the City Attorney and the engineering consultant <br />both recommended rejection of the Project 1978 -4 bids and rebidding the project. <br />Administrator Achen recommended that the Council authorize specifications to be <br />revised to allow a 1979 construction season completion date of June 22, 1979. <br />MSP (Baumgartner Rowley) to reject Project 1978 -4 bids received on September 8, 1978, <br />and that the Council authorize the specifications to be revised to allow a 1979 <br />construction season completion date of June 22, 1979, and that the staff be authorized <br />to readvertise for bids with a bid opening date of October 20 at 11:30 AM. 5 ayes <br />CITIZEN COMMENTS (CONTINUED) <br />Duane McCarty, 8060 Long Lake Road, stated that he had earlier asked permission to <br />use the marque in front of City Hall to advertise a Concerned Citizens group meeting <br />for September 27 and had been told the advertisement could not be placed on the <br />marque if the meeting was for political endorsement. Mr. McCarty presented Administrator <br />Achen with a hand written letter stating that the meeting was not for the purpose of <br />political endorsement. <br />Councilmember Rowley asked if the Concerned Citizens group was the same one that <br />Jim Bergstrom had organized for the airport issue earlier in the year. Mr. McCarty <br />replied that it was not and that the first group was not active and the two were <br />considering merging. <br />Bill Doty, 3049 Bronson Drive, asked if the $1,000,000 he found in the Project 1978 -1 <br />estimated costs was for land acquisition. Attorney Meyers replied that he had given <br />the Council an estimate of $1,000,000 for land acquisition. <br />Mr. Doty asked if Item D from the consent agenda referred to police salaries. <br />Councilmember Rowley replied that it did refer to the police raises as a result <br />of the arbitration award. She added that the City Administrator's salary had also <br />been adjusted by the Council to keep that position in line with the others. <br />
