November 13, 1978 Page 8 MSP (Baumgartner Ziebarth) to accept the bid for a jet rodder without trade from Itasca Equipment Company of $75,513 plus the purchase of a water recirculating system for $500 and hose winding guide for $270, for a total of $76,283. The alternate low bid of Wisota Sales was not accepted because it did not satisfy the requirements of the specification. The report to the Clerk- Administrator from the Finance Director and Public Works Supervisor, dated November 13, 1978 regarding the bids for the sewer jet rodder will be made part of the minutes. 5 ayes ADMINISTRATOR ACHEN'S REPORT Administrator Achen reported that the City has received the drainage study report from Comstock and Davis on Ardan Avenue and anticipate receiving Short, Elliott and Hendricksons report on Woodcrest by December 4. A future work session will be set up to go over the two reports probably sometime in January. ATTORNEY MEYERS' REPORT Attorney Meyers reported that the lawsuit involving City Hall construction is currently scheduled for January and that he had just heard from one of the attorneys involved, who offered a $25,000 settlement to dispose of the case. He added that he has written a report discussing the City's position in the case and that he will be forwarding copies onto the Council. COUNCILMEMBER ROWLEY'S REPORT Councilmember Rowley had no report. COUNCILMEMBER ZIEBARTH'S REPORT Councilmember Ziebarth reported that he had requested information at the last meeting from the Police Chief regarding the number of calls to the Mermaid Lounge and Bowling Alley, and that he had received a reply from the Chief, which indicated that the increase in time spent at the Mermaid reflects enforcement of the rew loitering ordi nance. He added that the Chief had indicated it had not created any major problems but had resulted in two arrests, and that the bowling alley is running smoothly. Attorney Meyers stated that the new ordinance is an attempt to clear people out of the parking lots after closing, and that the court has already found one person guilty of violating the ordinance. COUNCILMEMBER HODGES' REPORT Councilmember Hodges stated that he had attended the League of Minnesota Cities meeting and found it very interesting and informative. He added that he had brochures available if anyone would like to look at them. COUNCILMEMBER BAUMGARTNER'S REPORT Councilmember Baumgartner had no report.
