The consent agenda is a technique designed to expedite handling of <br />routine and miscellaneous official business of the City Council. The <br />entire agenda may be adopted by the Council in one motion. The motion <br />for adoption is non debatable and must receive unanimous approval. By <br />request of any individual Council Member, any item can be removed from <br />the consent agenda and placed upon the regular agenda for debate. <br />ITEM A. Order installation of one 100 watt high pressure sodium street <br />light in the general vicinity of 7923 -7927 Greenfield Avenue <br />in response to the citizen petition submitted September 14, <br />1978. The petition request meets the criteria of the street <br />light installation policy adopted in Resolution #946. <br />ITEM B. Transfer 1978 revenues of $22,397.57 from the Special Police <br />Fund to the General Fund pursuant to Council designation of <br />Special Police Fund revenues for payment of police pension <br />expenses. <br />ITEM C. Authorize Clerk-Administrator to execute Modification No. 1 <br />to the Ramsey County CETA Public Service Project Subgrantee <br />Agreement. This Modification extends CETA funding for the <br />mechanic's position through September 30, 1979. The adopted <br />1979 Budget provides full city funding of this position effec- <br />tive October 1, 1979. Estimated CETA revenue for the salary <br />and associated costs of this position in 1979 totals $9,437.00. <br />ITEM D. Authorize increase in Community Service Officer's hourly rate <br />to $3.75 effective January 1, 1979, per the 1979 Budget. <br />ITEM E. Adopt Resolution No. 953 appointing the Minnesota Commissioner <br />of Transportation as the City's agent for the letting of <br />Municipal State Aid Street construction contracts and authori- <br />zing Mayor and Clerk to execute MnDOT Agency Agreement Form <br />No. 30774. <br />Adopt Resolution No. 954 authorizing Minnesota Department of <br />Transportation to provide engineering and technical services <br />as needed. These resolutions continue the City's participation <br />in the Municipal State Aid Street program. <br />ITEM F. Approve specifications and general conditions for the bidding <br />of 1979 Janitorial Services and order bid opening for 10:00 a.m. <br />January 22, 1979. <br />ITEM G. Approve the specifications, schedule of benefits and general <br />conditions for the bidding of 1979 Employee Group Health Insurance <br />Program and order bid opening for 11:00 a.m. January 22, 1979. <br />ITEM H.
