April 9, 1979 Page 5 <br />PUBLIC HEARING DAILEY KNOLLS <br />Mr Thorson stated that he would prefer going with a 6" pipe, if the <br />Council would approve it. Official Rose explained that CED was <br />contacted ;by Mr. Thorson's engineer, and they had stated that a 6" <br />pipe would be acceptable, but it would be an exception to the policy, <br />and there would be nothing wrong with an 8" pipe. <br />Councilmember Rowley asked Mr. Thorson if he would be willing to put <br />in an "'pipe. Mr. Thorson replied that he would be. <br />Councilmember Forslund asked if the easements were adequate. Mr. <br />Thorson replied that they were. <br />Councilmember Ziebarth asked if the people on the north end could <br />'loop their water with the development. Official Rose replied that <br />they could, and drew a sketch of the proposed services. <br />Mr. Baumgartner asked if the development would fall under the proposed <br />guidelines. Mayor McCarty replied that it was a mute question without <br />Council approval of the agreements in principle but that it would, if <br />the guidelines were formalized. Mr. Baumgartner recommended tabling any <br />further discussion until the guidelines were resolved. <br />MSP (McCarty- Hodges) to approve the preliminary plat dated December <br />15, 1978 of Dailey Knolls, with an 8" water main, and rezoning of <br />lots 1, 2 and 3 from R -1 to R -2 and subject to entering into a develop- <br />ment agreement with the City. <br />A rollcall vote was taken: <br />Councilmember <br />Councilmember <br />Councilmember <br />Councilmember <br />Mayor McCarty <br />Ziebarth aye <br />Hodges aye <br />Forslund aye <br />Rowley aye <br />aye <br />5 ayes <br />Mr. Baumgartner asked if the area will be able to handle the runoff. <br />Mayor McCarty replied that the Council and been informed that existing <br />drainage facilities were adequate. <br />Mayor McCarty closed the public hearing and reopened the regular meeting. <br />Gale Addition <br />Mayor McCarty explained that the applicant is looking for direction of <br />what will be required of him for on -site retention_ He added that Mr. <br />Sjodin should have an engineer study the issue, and they will have to decide <br />what to require for storm water control. He added that they would also be <br />able to hire a consulting engineer at the applicant's expense, to study or <br />challenge the applicant's recommendations if the City wasn't satisfied. <br />Councilmember Ziebarth stated that they mist give the applicant direction <br />for such things as on -site retention, whether to use a 100 year rain in <br />
