April 23, 1979 Page 2 <br />Mayor McCarty asked if it was possible to speed the process up. Official <br />Rose replied that the piece of property would require a major subdivision <br />and the Planning Commission would review it once, but more likely twice, <br />before it went on to the Council, who would have to set a public hearing, <br />which would allow for delays due to questions that would be raised. <br />Acting Administrator Anderson stated that Staff fears the City would be <br />setting a precedence if they allowed one development to deviate from the <br />required steps, and that many developers have been concerned with the <br />time element before. <br />Councilmember Hodges stated he was concerned with the time element as it <br />takes so long, and stated that they should give the business people a <br />fair shake. <br />Councilmember Rowley pointed out that they had received such requests <br />in the past and have not hurried them along, as there is a much greater <br />chance of making a mistake or overlooking something. She added that the <br />Council should follow the established process. <br />Mr. Gehl asked if the whole area would have to be planned for the street <br />to be put in. Official Rose replied that the Council should have an <br />overall picture of what will happen to the property, rather than just <br />developing it piece -meal. <br />Mr. Herbst, owner of the property, stated he did not feel the proposed <br />development would be a major project. Mayor McCarty replied that the <br />City will cooperate in every way it can but that Mr. Gehl will have to <br />go through the regular process. Mr. Gehl replied that he would contact <br />Official Rose in the morning. <br />Mayor McCarty asked that the letter from Mr. Davis be handled next. <br />MSP (McCarty- Hodges) to direct the Acting Clerk- Administrator to send the <br />letter to the insurance company for approval or denial. 5 ayes <br />APPROVAL OF CONSENT AGENDA <br />Councilmember Rowley asked that Items D and G be removed from the agenda. <br />Councilmember Ziebarth asked that Item C be removed. <br />MSP (McCarty Ziebarth) to approve the consent agenda as follows: 5 ayes <br />ITEM A. Approve the assignment of Securities in Lieu of Bond by <br />Public Depositories substituting $300,000.00 U.S. Treasury <br />Notes due 9 -20 -82 for $300,000.00 U.S. Treasury Notes due <br />3- 31 -80. <br />ITEM B. Authorize staff to enter into a service agreement with Clean <br />Sweep for the sweeping of City streets at the low bid of <br />$3,395.00 <br />
