May 29, 1979 Page 6 Councilmember Hodges asked about new curb cuts and closing present cuts. Mr. Budzyinski indicated they would have one entrance from Silver Lake Road and one from Highway 10. He indicated they would prepare a second plan to encompass parking, accesses, etc. MSP (McCarty /Hodges) to approve the site plan as presented by Realty Man Properties, including reversal of building placement, upon approval of the Building Zoning Official. Staff approval is subject to the applicants' submission and Staff's acceptance of necessary information to meet requirements of Resolution #983, plus drainage plan approval from the Rice Creek Watershed, and subject to development agreement with the City. 5 ayes Mayor McCarty asked if they intended to retain drainage on just one lot. Mr. Budzyinski replied it would be over all the area, in order to obtain the 100 -year capability over the three lots. MSP (McCarty /Ziebarth) to amend the previous motion: The development agreement should include all three lots. MSP (McCarty /Ziebarth) to remove from the table Items C, F, G H from the Consent Agenda. APPROVE IN -HOUSE BUDGET TRANSFER FROM FORESTRY TO RECREATION ACCOUNT Mayor McCarty asked if this had been through the Staff Management Team. Acting Administrator Anderson replied it had not. Acting Administrator Anderson explained the Park Recreation budget had been extremely small. The extra $650 from the Forestry Account could adequately cover the purchase of the new record- keeping system and would only require transfer from one budget to another. MSP (McCarty /Ziebarth) to approve the Agenda Items C F, in -house budget transfers. 5 ayes 5 ayes APPROVE TRANSFER OF FUNDS INTO THE VEHICLE MAINTENANCE ACCOUNT Acting Administrator Anderson explained the error in budgeting resulted at the time of transition in Public Works Superintendents. Mayor McCarty presented his compilation of charges to the Vehicle Maintenance Account and expressed concern that this account was too small to handle them. He expressed concern that the Contingency Account was being overused. Acting Administrator Anderson indicated this is the only item brought before the Council for the Contingency Fund because of error. Every previous request from Contingency has been for extra expenses. Mayor McCarty suggested the budget process for this account should be done differently next year. 5 ayes ADOPT RESOLUTION #985 AUTHORIZING THE SALE OF TAX FORFEITED LANDS Mayor McCarty indicated he had talked to August Mueller, son of the owner of #6, Barth Wakiriak Addition, Lots 7 -12, Block 2. He had indicated the taxes were presently paid up. Attorney Meyers explained the taxes must have been delinquent for a number of years.
