PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Mayor McCarty called the meeting to order at 6:40 p.m. on December 17, 1979 at the Mounds View City Hall. Members Present: Mayor McCarty, Council- 2. ROLL CALL members Forslund, Hodges, Rowley, Ziebarth. Also Present: City Attorney Meyers, Building Zoning Official Rose, Park Director Anderson, City Finance Director Brager, and the City Clerk Administrator Nelson. Rowley moved to adopt the Consent Agenda with 3. CONSENT AGENDA the exception of Item C. Ziebarth seconded the motion. 5 ayes 0 nays Pleasant View Court Street Opening. Rose noted 4. ITEM C: PLEASANT to the City Council that there was a need to VIEW COURT STREET open the Pleasant View Court Stret, which OPENING was put in during 1979. The Council set a public hearing for January 3, 1980 for the purposes for opening the street. Rowley moved the establishment of a Public Hearing for the opening of Pleasant View Court on January 3, 1980 at 8 :00 p.m. Hodges seconded the motion. 5 ayes 0 nays The Mayor introduced Dr. Roger Machmeier to the members of the City Council and staff. Nelson gave background information as to the status of the invoices and work performed by him. He further noted that he sent a letter to Dr. Machmeier out- lining questions that the Council had agreed to help resolve this issue. Dr. Machmeier gave some opening remarks as to what he felt were the primary issues centering on the report that he submitted to the City. These issues were: 1) Did he accomplish what was expected of him and; 2) Technical competence of the report.
