MOUNDS VIEW CITY COUNCIL <br />March 24, 1980 <br />Councilmember Rowley had no report to 25. REPORT ROWLEY <br />make. <br />Councilmember Hodges noted that the <br />Governor would be holding a Volunteer <br />Week, which ran from April 20th through <br />the 26th. He thought that maybe the <br />City's Annual Spring Clean -Up Day <br />could be on Saturday, April 26th. He <br />also noted that in the Governor's <br />program that samples of appreciation <br />certificates were also contained and <br />he submitted some to City Staff. <br />Mayor noted that the League of Women <br />Voter's had invited the Council to a <br />7:30 P.M. meeting. The purpose of the <br />meeting was to listen to guest speaker <br />on Hazardous Waste Control. The <br />Mayor also noted to the Council the <br />present status of Lakeside Park. He <br />noted that the Lakeside Park <br />Commission was preceeding as if the <br />commission would still control the <br />program for 1980. Rowley noted that <br />she believed that the commission <br />would be running the program because <br />County didn't appear to be willing to <br />take the program over until the fall <br />of 1980. <br />The Attorney submitted to the City <br />Council a Resolution No. 1098, which <br />authorizes the negotiation of $75,000 <br />worth of Revenue Bonds which would go <br />to pay for the two sewer main breaks <br />that occurred in 1979. This resolution <br />which supercedes an earlier resolution <br />doing a similar activity. Meyers noted <br />that this resolution had been prepared <br />by the Dorsey, Windhorst, Hannaford, <br />Whitney Halladay Firm; the firm <br />which is the City's Bonding Attorney, <br />and that this was in the proper form <br />which would allow the Attorney to <br />render a positive opinion on it. <br />Attached to the resolution was an <br />opinion from the Attorney, John Kirby, <br />which stated there was no conflict <br />with the City Charter or State Law. <br />26.
