MOUNDS VIEW CITY COUNCIL <br />Page 3 <br />Brager advised the Council that the <br />City was receiving inquiries about <br />Industrial Revenue Bonding. He <br />further stated that the Staff had <br />submitted to the Council a resolution <br />which contained standards for issuing <br />these types of bonds. He encouraged <br />the Council either to adopt standards <br />or establish a policy rejecting the <br />concept at this time. No action was <br />taken by the Council. <br />The Council recessed to attend a <br />League of Women Voters meeting which <br />were discussing hazardous Waste. <br />6. ADMINISTRATIVE CODE <br />Voters meeting, the City Council took <br />up the Administrative Code which was <br />submitted to them. Nelson explained <br />the methodology which is used to <br />develop the Code which was review of <br />the City Ordinances, Charter and Job <br />Description. He put the information <br />contained in those documents into a <br />format which was used in the Admini- <br />strative Code that he developed for <br />his previous community. No action <br />was requested at this time, however, <br />the City Council directed that the <br />department heads respond to the City <br />Council by April 7th, in writing, <br />comments concerning their respective <br />position. Council further felt that <br />this document may be adopted by the <br />28th of April. <br />Nelson explained to the City Council 9. RECORDING SECRETARY <br />that advertisements had been made <br />for the replacement of the Recording <br />Secretary for both the Planning Com- <br />mission and City Council. The Staff <br />had only received one application and <br />the Building Zoning Official had <br />interviewed the individual. Nelson <br />noted that the new applicant felt that <br />$50.00 per meeting•would be the minimum <br />by which they would consider the <br />position, which was $10.00 more than <br />as in previously budgeted for. <br />
