The Mounds View City Council was called to order at 7:30 P.M. on September 8, 1980, by Mayor McCarty. Members Present: Forslund, Rowley, Hodges, Ziebarth, and Mayor McCarty. DATE APPROVED: 09- 22 -80' PROCEEDINGS OF THE CITY COUNCIL CITY OF HOUNDS VIEW RAMSEY COUNTY, MINNESOTA Regular Fleeting September 8, 1980 Mounds View City Hall 2401 Hwy. 10, Mounds View City Hall Also Present: Attorney Meyers, Clerk- Administrator 2. ROLL CALL Pauley, and Building Zoning Official Rose. Mayor McCarty read the resolution which commended the 3. Mounds View Festivities Commission, under the direction of Shirley Munholand, for their valued service to the City of Mounds View. Councilmember Ziebarth presented the Resolution to Shirley Munholand, Chairperson for the Festitivites Commission, and the other members: Barb McCluskey, Sandra Shackle, Karen Leverentz, Dorothy Willhaus, Mark Mack, Frank Holm, Lorna Holm, and Gene Anderson. Attorney Meyers administered the oath to the new 4. r gkerk- administrator Don Pauley, at which time Mayor officially welcomed him to the City of Mounds View. E'ino Lammi, 7365 Spring Lake Road: Mr. Lammi noted that 5. he had some rental property on 7360 Knollwood Drive. Just recently, when he had rented this property out to a new tenant, he had encountered difficulty with the sewer system. At this time, that system is not hooked up with the city (it still has a private septic system). He would like to pump the septic tank. However, the City Ordinance 71 indicates that any home rutuiiug near the City sewer system must hook up. Mr. Lammi noted that next year he will be rebuilding on this spot and at that time, he will be hooking up with the City. At this time, however, he would like to continue the private septic system and pump it out to clear up the current problems in that rental home. Attorney Meyers read the Code which stated any "existing building for human habitants requires hook -up with the City sewer system Mayor McCarty noted that it was the duty of the Council to equally enforce the codes, and to allow the continuance of a private sep- tic system would be in direct violation of the existing code. Mr. Lammi noted that he did not want the City to violate city ordinances, and that he did understand the provisions of the Code.
