PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The Mounds View City Council was called to order at 7:35 P.M. on January 12, 1981, by Mayor McCarty. 2401 Hwy. 10, Members present: Hodges, Forslund, Blanchard, Doty, and Mayor McCarty. Others present: City Attorney Meyers, Clerk Administrator Pauley, and Building Zoning Official Rose. The Council discussed scheduling an informal, brainstorming get- together for the new Council. It will be held on January 25th at the St. Croix Valley Girl Scout Center in St. Paul. Council member Forslund will make the arrangements and a public notice of this gathering will be made. REGULAR MEETING CLOSED: 7:45 P.M. PUBLIC HEARING OPENED: 7:45 P.M. Building Zoning Official reviewed the Planning Commission's past action on this request. On 12/10/80, the Planning Commission moved to deny the request for rezoning of the property located at 2415 County Road I from R -1 to R -2. Mr. Bob Bartkus was present with Mr. Spagenski. Mr. Bartkus indicated to Council that he felt the property was appropriate as an R -2. Mr. Doug Spagenski, 2450 County Road I, asked Council why many of the homes running east and west on County Road I were multiple dwellings. Mayor McCarty noted that in the past some Councils had approved spot zoning in the city. Sharon McCarthy (Planning Commission member) noted that District 7 stated this area was a single family neighborhood.
